Job Title: Executive Director of Rehousing Operations

The City of New York is seeking a highly skilled and experienced Executive Director of Rehousing Operations to join our team. This key role will be responsible for managing a pipeline of master lease acquisition projects, as well as future initiatives that require housing finance expertise.

Key Responsibilities:
  • Evaluate housing projects, budgets, and underwriting to ensure alignment with departmental goals and objectives.
  • Create new policies and tools to support the creation of affordable housing through the Master Lease and other DSS/DHS/HRA programs.
  • Facilitate projects from inception to budget negotiation, through contract registration, and ensure timely completion.
  • Review construction, repair, or rehabilitation plans of projects and evaluate project cost to ensure cost-effectiveness.
  • Define and negotiate business terms to advance DHS goals and policy objectives.
  • Serve as a liaison to external partners, including for-profit and non-profit developers, banks, and other government agencies to execute successful projects.
  • Advise on best practices and policies for housing projects that come through the Master Lease and other DSS/DHS/HRA housing programs.
  • Be involved in policy design, program implementation, and ongoing reporting for initiatives related to reducing the shelter census through housing creation.
  • Support the issuance of Requests for Proposals (RFPs) by performing financial modeling of anticipated affordability scenarios.
  • Conduct presentations to educate specific Community Based organizations, housing developers, and other concerned parties on the benefits of the Master lease program, documents policy and analysis.
Qualifications:
  • Eight years of full-time experience in construction, repair, alteration, and/or rehabilitation of multiple dwellings, commercial, industrial, or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings.
  • Education and/or experience which is equivalent to "1" above. Education in an accredited college leading toward a baccalaureate degree in engineering, architecture, engineering technology, or a closely related field will be accepted on a year-for-year basis up to a maximum of four years.
