Construction Security Specialist

Delivering expert services in the assessment and oversight of the design, development, construction, modification, or maintenance of diplomatic facilities and structures to ensure the security integrity of the construction initiatives.
Core Duties Include:
- Evaluate project documentation, Construction Security Plans, architectural schematics, and technical specifications to verify adherence to pertinent Department of State (DoS) and Intelligence Community (IC) regulations.
- Offer strategic advice and recommendations to federal leadership on necessary modifications and solutions to rectify security vulnerabilities.
- Collaborate with project stakeholders to devise proposed solutions and design improvements.
- Assist stakeholders in the formulation of Congressional certification or internal validation packages.
- Address Requests for Information, supplying engineering and architectural insights on potential technical security weaknesses, including electrical power systems and red/black isolation.
- Analyze and report on construction Security Plans for compliance with all applicable DoS and IC standards.
- Provide expert consulting and written recommendations regarding suggested modifications to policies and standards.
- Support the Congressional security certification process for U.S. diplomatic installations.
- Contribute architectural and engineering expertise to draft policies, best practices, and studies.
Essential Qualifications:
- Active TS/SCI clearance with Polygraph.
- A minimum of 8 years of experience with a BS/BA; 6 years with an MS/MA; or 3 years with a PhD (additional years of experience may substitute for formal education).
- Proven experience in evaluating project documentation, construction Security Plans, architectural designs, and/or technical specifications for compliance with applicable laws and regulations.
- Comprehensive understanding of secure U.S. Government facility construction, maintenance, and operation in international contexts.
- Profound knowledge of architectural and security technical principles, theories, concepts, and their application across a variety of programs.
- Ability to resolve complex issues utilizing significant technical knowledge, conceptual reasoning, and interpretation.
- Innovate solutions that are highly creative, achieved through research and integration of best practices.
- Proficient in communicating with executive leadership regarding matters of substantial importance to the organization/project.
- Collaborate effectively across multiple U.S. Government IC agencies and the Department of State to successfully advocate for practices, new concepts, and methodologies.
- Capable of reading and interpreting blueprints and design documents for large, intricate facilities.
Preferred Skills/Experience:
- Experience managing construction projects for U.S. diplomatic facilities abroad.
- Background in designing/installing secure power systems for Intelligence Community facilities and/or U.S. Embassies.
- Familiarity with drafting, reviewing, approving, or implementing DoS or IC Construction Security Plans.
- Knowledge of DoS construction security policies as outlined in the FAM/FAH.
- Understanding of ICD 705 requirements.
- Experience working with the Intelligence Community.
- In-depth knowledge of red/black power isolation and grounding requirements.
- Familiarity with electric power generation systems and components, electronic controls, fuel systems, and life safety protocols.
