ROLE DESCRIPTION:

We are looking for professionals to provide expertise in evaluating and overseeing the design, development, construction, modification, or repair of diplomatic facilities to ensure security compliance throughout the project lifecycle.

Key Responsibilities:

  • Analyze project documentation, including Construction Security Plans, architectural blueprints, and technical specifications to assess adherence to relevant Department of State (DoS) and Intelligence Community (IC) standards.
  • Offer strategic advice to federal leadership regarding necessary modifications and solutions to address security vulnerabilities.
  • Collaborate with project stakeholders to develop effective solutions and design improvements.
  • Assist stakeholders in preparing necessary certification packages for Congressional review.
  • Respond to inquiries by providing engineering and architectural insights on potential security risks, particularly concerning electrical systems and isolation protocols.
  • Evaluate and report on construction Security Plans to ensure compliance with all applicable DoS and IC standards.
  • Deliver consulting services and written recommendations regarding proposed policy and standard modifications.
  • Support the Congressional security certification process for U.S. diplomatic facilities.
  • Contribute architectural and engineering insights to draft policies, best practices, and research studies.

Required Qualifications:

  • TS/SCI clearance with CI Polygraph.
  • A Bachelor's degree with relevant experience or a Master's degree with applicable experience in related fields.
  • Proven experience in reviewing project documentation for compliance with laws and regulations.
  • Comprehensive understanding of secure U.S. Government facility construction, maintenance, and operations in international contexts.
  • In-depth knowledge of architectural and security principles, theories, and their practical applications across various programs.
  • Ability to resolve complex issues through significant technical knowledge and analytical reasoning.
  • Innovative problem-solving skills achieved through research and best practice integration.
  • Strong communication skills to engage with executive leadership on critical organizational matters.
  • Experience collaborating across multiple U.S. Government IC agencies and the Department of State to advocate for best practices and innovative approaches.
  • Proficiency in interpreting blueprints and design documents for large-scale, complex facilities.

Preferred Skills/Experience:

  • Experience managing construction projects for U.S. diplomatic facilities abroad.
  • Expertise in designing and implementing secure power systems for Intelligence Community facilities and U.S. Embassies.
  • Familiarity with drafting, reviewing, and implementing DoS or IC Construction Security Plans.
  • Knowledge of DoS construction security policies as outlined in the FAM/FAH.
  • Understanding of ICD 705 requirements.
  • Experience working with the Intelligence Community.
  • Thorough knowledge of red/black power isolation and grounding standards.
  • Working knowledge of electric power generation systems, electronic controls, fuel systems, and safety protocols.
