Clearance Requirement: Must possess and maintain a current/valid T-3/SECRET or equivalent security clearance eligibility.
Additional Requirements: Candidates must demonstrate experience in the following areas:
DISS, eQIP/eAPP, fingerprint processing, security clearance processing, conducting background checks, and knowledge of SF85/SF86 reviews and eligibility across all clearance levels.
Minimum of 2-3 years of experience in Human Resources (HR), Personnel Security, and HR Systems management processes.

Role Overview:
The Security Clearance Specialist will perform a comprehensive range of standard and non-standard administrative and clerical tasks to support the personnel security program. This includes the preparation of background investigations and the analysis of situations to propose efficient processes that enhance program quality.
- Initiate background investigations using e-QIP.
- Conduct fingerprint scans via live scanner and utilize fingerprint cards through the Department of Justice Civil Applicant System (CASS).
- Interpret rap sheets for criminal activity.
- Conduct face-to-face interviews with applicants regarding derogatory information, using discretion to assess suitability.
- Prepare and manage security packages for potential volunteers, students, and interns.
- Perform clerical duties related to security clearances, including maintaining and updating security trackers.
- Manage security files when granting interim clearances.
- Support senior leadership by providing detailed information on security matters, policies, and procedures.
- Assist in determining interim clearances and communicate denial of access based on adjudicative guidelines.
- Guide individuals in completing e-QIP entries.
- Ensure timely handling of information requests from OPM and DOD CAF to avoid delays in adjudication.
- Verify security clearances through the Joint Personnel Adjudication System (JPAS).
- Manage check-in/out processes in JPAS and set up profiles.
- Review citizenship documents and resolve issues with BUMED and DMDC.
- Interface with DoD CAF, OPM, DMDC, and SME for systems like JPAS, e-QIP, PIPS, and DISS Portal.
- Establish rapport with Point of Contacts across departments to ensure timely processing of necessary documents.
- Research and initiate background investigations on applicants using relevant information systems.
- Process personnel assignments by reviewing and completing security-related documents.
- Maintain access rosters for personnel in/out processing.
- Provide security awareness materials to incoming personnel and conduct verification checks.
- Notify personnel requiring Periodic Reinvestigation (PR).
- Collaborate with Senior Personnel Security Specialist to manage clearance downgrades and access limitations.
- Train Timecard Approvers and Timekeeper Specialists on data form completion.
- Monitor and resolve data issues identified through monthly Position Control Roster reviews.
- Enter personal DMHRSi time card information.
Qualifications:
- Minimum of 2-3 years of experience in HR management processes and personnel security.
- Strong verbal and written communication skills.
- High School Diploma or Associate Degree or higher required.
- Knowledge of Government Information Systems containing sensitive data (e.g., JPAS, DISS, e-QIP).
- Proficient in Microsoft Word and Excel.
