About the Department of Child Services:
Become part of a team dedicated to engaging with families and children to enhance lives in significant and meaningful ways. The Department of Child Services (DCS) works closely with children who have experienced abuse or neglect, strengthening families through services that emphasize support and preservation. DCS also oversees family preservation and prevention services, foster care, and child support across Indiana. You will actively pursue permanency for children and families through reunification, guardianship, adoption, or by assisting youth in their transition to adulthood. While this role can be challenging and may require long and unconventional hours, it is more than just a job—it is a calling to uplift your community and neighbors. Will you join us in fulfilling our Mission, Vision, and Values?
Mission: The Indiana Department of Child Services leads the state's response to allegations of child abuse and neglect while facilitating child support payments. We prioritize the needs and values of those we serve in our efforts to protect children and keep families together whenever feasible.
Vision: Children will thrive in safe, healthy, and supportive families and communities.
Values: At the Indiana Department of Child Services, we empower our team, in collaboration with state and local partners, to make decisions that are in the best interest of every child in our care by embracing:
- Child safety
- Permanency
- Collaborative partnerships with foster and adoptive families
- Diversity, equity, and inclusion
- A culture of safety and transparency
- Continuous improvement
As a Child Welfare Case Coordinator, you will serve as a caseworker specialist within a Local County Office or Central Office of the Department of Child Services. In this role, you will safeguard families and children from abuse and neglect, striving to maintain or reunify families whenever possible. When it is in the best interest of the child, you will work towards achieving a permanent home or independent living for children who cannot be reunited with their families.
Key Responsibilities:
The essential functions of this position include:
- Investigating reported incidents of child abuse, neglect, or dependency, determining whether the incident is substantiated, and developing recommendations for disposition.
- Assessing the level of risk to the child for further injury or harm, including determining if the child is in imminent danger, and may necessitate the removal of the child from the family when warranted.
- Conducting needs assessments to identify treatment options for families and children reported to be abused or neglected.
- Preparing and testifying in pre-dispositional and progress reports, maintaining case files, and developing briefing reports for the community child protection team.
- Creating case plans to assist families and children in becoming more self-sufficient in a safe and nurturing environment, ensuring a permanent home for the child.
- Developing discharge and transition programming to help families and children achieve and maintain self-sufficiency in a secure environment.
- Monitoring and evaluating the service capabilities of treatment programs and providers to ensure alignment with the case plan.
- Accepting on-call responsibilities as needed to receive and investigate allegations of child abuse or neglect.
- Conducting home studies and family histories, recommending placements for adoption to an adoption team.
- Visiting children in out-of-home placements to coordinate family reunification, adoption, or independent living efforts.
- Maintaining data to provide management with insights for evaluating family and children’s needs on a trend analysis basis.
Qualifications for Success:
To be considered for this position, you must meet the following requirements:
- Fulfill one of the following education/experience requirements:
- Bachelor's degree; or
- Associate degree with a minimum of two (2) years of human services job experience; or
- Completion of thirty (30) college credit hours from an accredited institution with a minimum of four (4) years of human services job experience; or
- A minimum of at least five (5) years of human services job experience.
- Advanced knowledge of principles and practices of social work, casework, sociology, and group and individual counseling, including new methods and theories of treatment.
- Thorough understanding of state and/or federal laws, regulations, guidelines, and standards affecting child protection services, foster care, family preservation, and adoption.
- Comprehensive knowledge of related social services programs and the ability to coordinate work among programs.
- Specialized knowledge of the interrelationships of various behavioral sciences as they pertain to the care and treatment of clients and the objectives of social work projects.
- Ability to effectively investigate and interview alleged victims and perpetrators of child abuse or neglect.
- Ability to formulate and monitor project guidelines or treatment plans.
- Ability to prepare clear and accurate reports.
- Ability to work sensitively with families from diverse cultural and ethnic backgrounds, considering differences in child-rearing practices and relationships.
- Ability to work with children with special needs, including mental or emotional conditions, as well as with foster families and professionals who can provide appropriate services.
- Ability to exercise sound judgment while managing crisis situations, including those involving confrontational or aggressive adults being investigated for child abuse or neglect.
- Must maintain a valid Driver's license.
This role may involve supervisory responsibilities based on agency needs.
