Operational Readiness Team Leader

In this pivotal role, you will leverage your extensive experience from prior commissioning and operational projects to facilitate the strategic planning, preparation, and execution of processes essential for achieving certification of Operational Readiness in alignment with DOE Order 425.1C.

The following responsibilities outline the core functions of this position:

  • Guide the Readiness Team Members to ensure the project adheres to the established strategy for attaining Operational Readiness as per regulatory requirements (DOE Standard R1, DOE Order 413.2B, DOE Order 425.1C).
  • Contribute to the formulation of the Readiness Plan, detailing the project's methodology for achieving Operational Readiness within the defined strategy.
  • Mitigate potential risks to a successful startup through effective readiness planning.
  • Identify and address vulnerabilities proactively to guarantee that startup aligns with operational, safety, and technical standards, fulfilling the mission capabilities outlined in the Functional and Operational Requirements Document and Program Requirements Document.
  • Ensure compliance with site administrative and technical prerequisites relevant to startup planning.
  • Assist in the creation of the Operational Readiness Review (ORR) Plan of Action (POA) to delineate the scope of the ORR as specified in DOE Order 425.1C.
  • Support the selection and execution of the Readiness Certification Assurance (RCA) process, utilizing tracking software to gather, maintain, and disseminate readiness evidence.
  • Oversee the completion of readiness affirmations within the Readiness Certification Assurance Process Tracking System (RCAPTS).
  • Collaborate with the Project Manager to ensure successful project delivery by validating that operational readiness preparations meet management expectations.

Qualifications:

Education: A PhD or Master's Degree complemented by specialized technical training. Candidates lacking formal education may be considered based on relevant experience.

Experience and Skills:

Essential Skills:

  • Leadership in guiding the Readiness Team to ensure compliance with the planned strategy for achieving Operational Readiness (DOE Standard R1, DOE Order 413.2B, DOE Order 425.1C).
  • Assistance in the development of the Readiness Plan to outline the project’s approach to achieving Operational Readiness.
  • Expertise in minimizing potential vulnerabilities through comprehensive readiness planning.

Preferred Skills:

  • A minimum of twenty years of experience in the nuclear sector.
  • Experience in commissioning, readiness, and startup processes on DOE/NNSA projects.
  • Background in conducting assessments to support operational readiness of nuclear facilities or experience in operations within a DOE/NNSA Nuclear Facility.
  • Strong written and verbal communication skills to effectively engage with multidisciplinary teams, employing negotiation skills to influence outcomes.
  • Ability to obtain and maintain a DOE Q Clearance with Weapons Data access.
  • Experience in roles supporting operational readiness, including Conduct of Operations, Conduct of Maintenance, or Senior Supervisory Watch.
