Position Overview
This role is situated within the Taxpayer Services Division, focusing on key areas such as Refundable Credits Administration and Stakeholder Engagement. The successful candidate will engage in extensive analytical studies and projects aimed at enhancing the effectiveness and efficiency of mission-driven programs.

Key Responsibilities
1. **Strategic Planning**: Formulate, organize, and execute comprehensive analytical projects that assess the productivity and effectiveness of various programs.
2. **Data Analysis**: Examine program functions to identify trends and measure the success of initiatives against established benchmarks.
3. **Process Expertise**: Act as the subject matter expert in process analysis, employing diverse methodologies to evaluate the costs and benefits of different programs.
4. **Program Development**: Create program plans, issue directives, and propose enhancements to improve operational effectiveness.
5. **Operational Review**: Assess the efficiency of procedures and workflows through direct observation and data analysis, preparing detailed reports on progress and outcomes.
6. **Compliance Evaluation**: Monitor the implementation of new procedures to ensure adherence to operational standards and timelines.

Qualifications
To qualify for this position, candidates must possess specialized experience equivalent to the GS-13 level in the Federal service, which includes:
- Proficiency in administrative laws and regulations related to the Earned Income Tax Credit (EITC).
- Experience leading significant project assignments that utilize a range of analytical methods.
- Strong project management skills in overseeing EITC-related initiatives.
- Effective oral and written communication skills for presenting findings and drafting policy documents.

Additional Requirements
Applicants must meet the time-in-grade requirements and have completed a minimum of 90 days of federal civilian service since their last competitive appointment. A college degree from an accredited institution is typically required, and foreign education must be evaluated for equivalency.

Work Schedule
This position operates on a Monday to Friday schedule, with flexibility in start and end times. Telework options may be available, subject to eligibility requirements.

Salary Information
The salary range for this position is determined by locality pay adjustments based on the selected duty location.
