Job Overview

The Lead Program Manager at Flux Talent will oversee and synchronize various functional sectors within the organization to fulfill the demands of designated programs. This role involves autonomous execution of contract management responsibilities and providing support to the Director of Programs in the management of medium to large-scale initiatives. These initiatives are characterized as projects in development that are anticipated to evolve into Engineering/Manufacturing Development programs or extended technology initiatives. Key factors influencing the classification of a program as small or medium to large include the duration of the program, the client (U.S. Government, domestic, or international), scope of work, contract stipulations, data requirements, interface necessities, Program Management engagement, and financial scope of work.

Key Responsibilities:

  • Assist the Director/Manager of Programs in budget allocation, oversight, and the formulation of authorizing directives.
  • Support the Director/Manager of Programs in executing program management duties, which encompass overall guidance, coordination, planning, and reporting of assigned activities. Act on behalf of the Director/Manager during their absence.
  • Independently craft contract proposals that adhere to company policies and procedures, reviewing them with the Director or Manager of Programs, Senior Management, and relevant departments.
  • Negotiate medium to large contracts independently, including terms and conditions, and provide strategic recommendations to the Director/Manager of Programs and Senior Management.
  • Prepare suggested budget allocations and negotiate departmental budgets.
  • Draft corporate directives, work authorizations, and billing instructions, coordinating authorization documents for necessary approvals.

Additional Responsibilities:

  • May oversee the activities of junior Program Administrator personnel in daily tasks related to proposing, negotiating, authorizing, budgeting, and managing company contracts. Serve as a project leader for various complex assignments, responsible for planning, scheduling, and task delegation.
  • Develop a master program schedule and contract commitment chart for Management approval and distribute relevant documents.
  • Identify and report significant cost, schedule, and technical issues, along with variances from established program objectives.
  • Prepare amendments to corporate directives and assist in negotiating changes if program objectives are not met.
  • Report on the cost status of programs with recommendations for corrective measures, and prepare cost status reports for customer submission.
  • Ensure maintenance of contract documents, including tracking, submission, and storage of data items, as well as managing contract funding and payments.
  • Identify thresholds that necessitate variance reports and major subcontracts.
  • Act as a primary contact for internal and external communications regarding assigned programs.
  • Coordinate the preparation of required customer reports for submission.
  • Assist the Director/Manager of Programs in preparing and presenting Program and Cost Performance Reviews, as well as status reviews with clients.
  • Compile program Monthly Reports for Executive Management as directed.
  • Draft written communications for external clients for the signature of the Director/Manager of Programs.
  • Support the Director/Manager of Programs in managing and controlling the sustaining budget for the Customer Support aspect of production programs.
  • Review departmental plans and schedules to ensure alignment with program requirements and integration of timelines. Participate in functional reviews as necessary.
  • Assist the Director/Manager of Programs in prioritizing program tasks and resolving internal conflicts regarding priorities, budgets, schedules, and responsibilities.

Qualifications:

  • Bachelor's Degree in Business, Supply Chain Management, or Engineering.
  • 9-15 years of relevant experience in contract management, program administration, and/or estimating and pricing.
  • Exceptional writing, presentation, and verbal communication skills are essential.
  • Experience in program, project, or U.S. Government contract management is highly beneficial.
  • Ability to thrive in a fast-paced, high-pressure environment and work effectively within a team.
  • Proficient in Microsoft Office Suite (Outlook, Word, PowerPoint, Excel).
  • PMP Certification is preferred.
  • Willingness to work onsite and travel up to 5-10% of the time, with potential for short-notice travel.
  • U.S. citizenship is required.
  • Position may require the ability to obtain a U.S. Government Security Clearance if necessary.
