Job Description:

Job Summary:


The Contract Administration Manager II reports to the Director of the IT Contract Management section at the Texas Department of Aging & Disability Services. This position performs highly advanced contract administration and management work for large-scale, complex contracts with a total value exceeding $10 million. Key responsibilities include negotiating, developing, processing, evaluating, and monitoring contracts, as well as providing technical support for a wide range of information technology contracts.


Key Responsibilities:


  1. Contract Administration and Management: Oversees the development, execution, and management of complex IT contracts, providing a broad range of services across multiple organizational departments. Develops strategies and goals for contract administration, investigates and resolves discrepancies, and provides input on contract budgets and budget allocations.
  2. Policy Development and Compliance: Interprets program policies, procedures, state and federal regulations, and develops contract management and administration policies, processes, and procedures. Reviews reports of statistical information related to program contracts and ensures data entries accurately reflect the status of contract activity.
  3. Quality Assurance and Contract Review: Oversees quality assurance activities regarding contract processing and administration, developing contracting quality assurance activities and reviewing contracts and related amendments to ensure compliance with performance, legal, and fiscal requirements.
  4. Cost Savings and Process Improvement: Identifies cost-saving opportunities for initial contracts, contract extensions, and contract amendments, and oversees special studies or surveys to identify process improvements.
  5. Contract Management Database and Record-Keeping: Oversees automated databases to plan, track, and complete required contract activities and ensures complete and thorough records are uploaded to the contract management database.
  6. Communication and Representation: Oversees the preparation of correspondence and reports according to designated procedures and represents the agency at contract planning sessions, committees, workgroups, and meetings to address significant issues.

Requirements:


  • Advance knowledge in leadership, information technology, procurement, and contract management and administration principles, policies, and procedures.
  • Negotiation strategies and techniques, contract administration and cost monitoring for large-scale or high-dollar value contracts.
  • Ability to mentor co-workers, gather, assemble, and correlate data, exercise sound judgment in making critical decisions, and interpret complex data.
  • Ability to interpret and apply policies, procedures, and regulations, evaluate material data for reasonableness, necessity, and conformity with contract requirements.
