Position Summary:

We are in search of a Principal Solutions Architect to join our team and provide support to the New York State Office of Information Technology Services (ITS) on the Integrated Eligibility Services (IES) initiative.


Key Responsibilities:


- Assume a leadership position to ensure that the IT architectural integration strategy is aligned with the overarching program strategy, while adapting to emerging business trends and technological advancements.


- As a Principal Solutions Architect, you will take a proactive role in defining the technical trajectory for the IES Program, significantly contributing to the IES Solution Platform and associated products.


- Participate in and promote the adoption of product development methodologies, architecture governance frameworks, and relevant standards and policies.


- Make informed and sustainable technical and architectural decisions for various workstreams and products, ensuring exceptional quality standards.


- Collaborate closely with ITS Principal/Domain Architects and Engineering teams to maintain cross-domain alignment with the technical strategy.


- Engage with Product Strategy teams to foster innovation by working alongside Workstream Architects, Subject Matter Experts (SMEs), and Project Managers, while conducting Proof of Concepts (PoCs), prototypes, and research that lead to well-informed new initiatives.


- Contribute to design reviews within Architecture Review Boards to ensure compliance with established architectural standards and strategies across all solutions and projects.


- Provide technical guidance, advice, and support for various IES projects.


- Lead technical discussions with state, local, and vendor implementation teams to ensure alignment between proposed solutions and program standards.


- Navigate the complexities inherent in iterative product development.


- Perform additional duties as assigned.


Required Qualifications:


- Over seven (7) years of experience in managing complex projects, with at least two years in a leadership capacity as a Specialist.


- A minimum of five years of demonstrated success in developing architectural strategies and roadmaps that address business challenges and align with long-term organizational goals across multiple IT domains, particularly in hybrid cloud environments.


- At least five years of experience collaborating with leadership teams and guiding delivery teams to achieve architectural outcomes that meet business objectives, technology direction, service level agreements, and approved funding.


Preferred Qualifications:


- Three or more years of experience leading solution implementations for government agencies, particularly in care management and eligibility systems, with a focus on integrating services such as case management and claims management.


- Five or more years of experience in designing and implementing software frameworks, reusable components, and shared services for case management systems utilizing .NET or JEE technologies.


- Experience with modernization projects that require expertise across various technical domains, including Mainframe Systems, Open Systems, Client-Server Applications, and Modern Web Systems.


- Five or more years of experience with enterprise-wide architectures and designs, with the ability to identify opportunities for capability reuse and business transformation.


- Five or more years of experience with foundational technology components, including rules engines, API gateways, BPM, IVR, noticing engines, workflow engines, middleware components, MDM, identity and access management, and ETL.


- Relevant certifications in industry and government standards and frameworks such as TOGAF, Cloud Architecture, ITIL, and Project Management.


- Two or more years of experience implementing solutions for state or local government, preferably in Health & Human Services applications.


- A Bachelor's degree in computer science, engineering, information systems, systems analysis, or a related field.

Compensation:
$150,000 - $160,000 annually
