Essential Qualifications:
1.
Level III - Over seven (7) years of expertise in managing intricate projects, with a minimum of two years in a leadership capacity as an Architect.

2.

A minimum of five years of experience in enterprise architecture and application design involving hybrid cloud environments.

3.

At least five years of experience with Event-Driven Architecture, focusing on the implementation of SOA and Microservices, including the publishing and management of API products.


Preferred Qualifications:
1.

Three or more years of experience leading solution implementations for governmental entities in care management and eligibility systems, with a background in integrating services such as case management, claims management, and financial management.

2.

Three or more years of experience in designing and implementing software frameworks, reusable components, and shared services utilizing .NET technology.


3.

Experience in modernization initiatives requiring knowledge across various technical domains, including Mainframe Systems, Open Systems, Client-Server Applications, and Modern Web Systems.


4.

Three or more years of experience in legacy re-engineering projects and analyzing open technology systems interfacing with legacy products.


5.

Three or more years of experience working with enterprise-wide architectures and designs across multiple IT functional areas, identifying opportunities for capability reuse and business transformation.


6.

Two or more years of experience evaluating software products to realize system architecture, such as Business Process Management, Rules Engine, Notification systems, or Portals.


7.

Three or more years of experience with foundational technology components, including rules engines, API gateways, IVR, workflow engines, middleware components, MDM, identity and access management, and ETL.


8.

Experience in implementing solutions for state or local government, particularly in Health & Human Services applications (such as child welfare, SNAP, HEAP, etc.).

  • Responsible for system analysis, design, and documentation of current systems and related technical deliverables within the IES Program.
  • Design system and application architecture for IES projects, adhering to various reference architectures.
  • Provide technical advice, guidance, and support for IES projects.
  • Collaborate with various technical resources for continuous assessment of existing solutions for reuse in IES.
  • Work with the Chief Technology Office to establish technical standards and frameworks for IES projects, ensuring alignment with enterprise standards.
  • Partner with Data Architects to develop and maintain reference model architecture and standards for information architecture direction.
  • Liaise with business/program stakeholders regarding enterprise architecture and strategy.
  • Engage in technical discussions with state, local, and vendor implementation teams to ensure alignment between proposed solutions and program standards.
  • Present findings and recommendations to IES leadership to ensure technology alignment across work streams and escalate technical issues as necessary.
  • Explore and support new technology initiatives that may benefit the organization.
  • Actively participate in troubleshooting any technical challenges faced by the program.
  • Perform other duties as assigned.
