Job Summary

Key Responsibilities
  • Develop and implement project assignments, contract administration goals, objectives, procedures, and work requirements.
  • Supervise the activities of contract professionals relative to the review and preparation of contract documents.
  • Oversee and coordinate specification development for proposals, bids, and contract documents.
  • Prepare and transmit correspondence to ensure Contractor compliance with contractual obligations.
  • Conduct monthly procurement planning meetings with other Agency staff.
  • Conduct pre-bid or pre-proposal conferences and bid openings.
  • Review and analyze proposals, and prepare specialized responses to proposals and requests for contract modifications.
  • Conduct or assist in conducting procurement negotiations.
  • Coordinate and prepare responses to bid protests.
  • Develop change orders according to Agency and higher authority rules and policies.
  • Monitor Contractor performance to ensure compliance with agreed upon delivery schedules and terms.
  • Ensure contract performance compliance by reviewing available funding, and enforcing work statements, performance periods, and deliverables.
  • Maintain original contract records and files, vendor files, and the procurement planning calendar.
  • Ensure all Contract related reports are submitted on time.
  • Oversee the preparation of the Overall Disadvantaged Business Enterprise (DBE) goals under a three-year goal review interval for participation of DBEs based upon all budgeted contracts anticipated to utilize U.S. DOT federal financial assistance.
Requirements
  • Bachelor's degree in Business, Public Administration, or related field from an accredited four-year college or university.
  • At least six (6) years of senior-level experience performing contract administration work (pre- and post-award) with at least three (3) of those years at a supervisory level.
  • Experience working with the Federal Transit Administration or similar is desirable.
Preferred Qualifications
  • Ability to draft solicitations and contractual instruments that will range in complexity from low to very high.
  • Ability to properly apply required Federal and State mandated contract language based on the specific nature of each contract.
  • Ability to properly apply syntax in developing contract language to clearly communicate the intent and purpose of the contract.
Working Conditions

The ideal candidate will be able to work in a fast-paced environment and have excellent communication and interpersonal skills. The selected candidate will be required to pass a pre-employment physical exam, including a drug test, and a criminal background investigation, which will include Live Scan fingerprinting.
