Position Overview

DCS Corp is seeking a Lead Cost Estimator to provide essential support to the Air Force Life Cycle Management Center/PEO Digital Directorate (AFLCMC/HB). This role involves contributing to the management and execution of modernization, development, testing, production, fielding, and sustainment efforts for a diverse portfolio of programs that serve the United States Air Force (USAF) and allied nations.

Key Responsibilities:

The successful candidate will be responsible for:

  • Utilizing established cost estimation techniques, including analogy, engineering methodologies, and extrapolation.
  • Evaluating cost estimation outputs to understand the implications of various factors on the lifecycle costs associated with weapon systems.
  • Conducting analyses of cost elements for projects with defined scopes.
  • Reviewing contractor financial data through Earned Value Management (EVM) metrics to assess program cost and schedule performance.
  • Engaging in analytical processes such as problem identification, background research, data collection and reduction, data visualization, mathematical formulation, and conclusion drawing.
  • Providing contract pricing support throughout all phases of the acquisition cycle, including development, award, management, measurement, and contract closure.
  • Drafting pricing briefings, correspondence, and agency pricing reports.
  • Creating evaluation criteria related to pricing, tracking pre-award task order milestones and statuses.
  • Assisting source selection teams in the assessment of cost proposals.
  • Preparing pricing documentation for government review and approval.
  • Compiling pricing spreadsheets for technical proposals and conducting pricing analyses to facilitate price/cost evaluations.
  • Offering pricing support for discussions with offerors.
  • Contributing to the construction of agency pricing reports and drafting documents in response to claims or protests.
  • Accessing and analyzing data within organizational pricing databases.
  • Understanding the budgetary cycle phases (planning, programming, justification, and execution) necessary for initiating new programs.
  • Demonstrating expertise in quantitative analysis and calculus.
  • Willingness to travel up to 10% as required.

Qualifications:

Due to the sensitive nature of the work, U.S. Citizenship is mandatory.

A High School Diploma accompanied by 15 years of relevant experience, with at least 8 years in the Department of Defense (DoD), or a Bachelor’s Degree with 12 years of experience, including 5 years in the DoD.

An adjudicated DoD Secret Security clearance is required on the first day of employment.

Proficiency in the appropriate phases of the budgetary cycle (planning, programming, justification, and execution) is essential for launching new initiatives.

Experience in quantitative analysis and calculus is necessary.
