The Assistant City Executive is a pivotal leadership role within the municipal framework. This position entails executing complex administrative responsibilities under the guidance of the City Manager. The Assistant City Executive aids in the oversight and coordination of various city departments and divisions, fostering effective policy development and operational efficiency throughout the organization. This role includes direct management of the city’s administrative services, which encompasses the Animal Shelter, City Clerk's Office, Communications, Neighborhood Councils, and Events divisions.
Key Responsibilities
  • Aligns with the objectives set forth by the City Manager and City Commission.
  • Collaborates with the City Manager to enhance city-wide operations, ensuring service goals are met while maintaining a respectful and results-oriented environment.
  • Oversees routine administrative functions, providing insights and recommendations with the City Manager's approval.
  • Guides the Administration Department divisions to ensure timely and efficient service delivery within budget constraints.
  • Participates in the formulation of the city’s annual operating budget.
  • Represents the city at various community and commission meetings, ensuring effective communication of information and city interests.
  • Assists in collective bargaining and labor relations processes.
  • Completes special assignments from the City Manager, which may include performance assessments and policy analysis.
  • Acts as the City Manager in their absence.
Qualifications
  • Master's degree in Public Administration, Business Administration, or a related discipline.
  • Experience in organizational development.
  • A minimum of five years in a managerial role within municipal budgeting and program management.
  • Project Management experience or certification is preferred.
Special Requirements
  • Possession of a valid Montana driver's license or the ability to obtain one.

  • In-depth knowledge of public administration in a council-manager government structure.
  • Strong understanding of managerial leadership principles, administrative management, public policy formulation, and financial oversight.
  • Experience in community development and planning.

Supervisory Role

Work Environment
Primarily office-based work environment.

Physical Requirements
Frequent standing, walking, sitting, bending, and reaching. Must be able to perform light physical tasks and lift up to 10 pounds. Adequate hand/eye coordination for operating office equipment and vehicles is necessary.

Expected Work Hours
A standard 40-hour work week, Monday through Friday, with evening public meetings as required. This is an exempt position, not eligible for overtime.

Travel Requirements
Primarily local travel during business hours, with occasional off-site training opportunities.
