Position Overview
This role is situated within the Pathology and Laboratory Medicine Service. The Clinical Laboratory Specialist (Quality Management) delivers expert consultative management within a clinical laboratory environment. This position is responsible for upholding a Laboratory quality management program and ensuring the evaluation of components and customer feedback. The specialist engages with management officials and vendors to provide inter-laboratory quality assurance and proficiency testing, while also overseeing laboratory quality control systems.

Eligibility
This position is open to the public, including U.S. Citizens, Nationals, or those who owe allegiance to the U.S. Current federal employees of this agency may also apply.

Key Responsibilities
Duties include, but are not limited to:
1. Serving as a recognized authority and providing expert consultative services to management at all organizational levels.
2. Developing and implementing reengineering and continuous performance improvement initiatives within the laboratory and the organization.
3. Maintaining a laboratory performance enhancement program and ensuring the assessment of components and customer feedback.
4. Establishing effective processes and system controls to guarantee the highest standards of product quality, service quality, and patient safety.
5. Identifying and preventing errors in laboratory practices, minimizing process variations that may lead to errors, and enhancing process efficiency without compromising quality and safety.
6. Adhering to all relevant laws, regulations, policies, precedents, and accreditation requirements.
7. Identifying, defining, and resolving issues related to complex aspects of collected data.

Work Schedule
Monday to Friday, 7:00 AM to 3:30 PM

Qualifications
Basic Requirements:
- U.S. Citizenship
- A Bachelor's degree or higher in medical laboratory science, medical technology, clinical laboratory science, or a related field, along with completion of a medical technology clinical practice program.

Experience:
Applicants must possess at least one year of credible experience equivalent to the full performance level (GS-9) directly related to the position, or three full years of progressively higher-level graduate education or a Ph.D. in medical technology or a related field.

Knowledge, Skills, and Abilities:
1. Advanced understanding of medical technology concepts, principles, and practices.
2. Familiarity with quality management standards and regulatory requirements.
3. Proficiency in statistical evaluation and analysis.
4. Comprehensive knowledge of laboratory operations and their relationship to the organization.

Physical Requirements
This position requires some physical exertion, including regular standing, walking, repetitive motion, and the ability to lift up to 40 lbs. Exceptional hand/eye coordination and color vision are also necessary.
