Job Summary

This position is located at the Bureau of the Fiscal Service, Office of the Executive Director, Administrative Resource Center - Division of Procurement Services.

The successful candidate will serve as a Supervisory Contracting Officer, providing advice, guidance, and training to others throughout all aspects of contracting transactions from initiation through closeout of the contract.

Key Responsibilities
  • Ensure the organization's strategic plan, mission, vision, and values are communicated to employees and integrated into the team's strategies, goals, objectives, work plans, and work products and services.
  • Supervise the team in assessing its strengths and weaknesses and providing leadership to the team in exploring alternatives and determining what improvements can be made.
  • Assess the capabilities and strengths of subordinates and ensure that work is assigned based on organizational priorities, employee capabilities, and level of difficulty of the work.
  • Provide advice and counsel to employees on procurement, other personnel issues, and administrative matters on a routine basis.
RequirementsConditions of Employment
  • A one year probationary period may be required.
  • A one year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.

The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.

Qualifications

You must meet the following requirements by the closing date of this announcement.

The experience may have been gained in either the public, private sector, or Federal Government. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must hold an active certificate in either the legacy FAC-C Level III in Federal Acquisition in Contracting (FAC-C), legacy DAWIA Level III in Department of Defense (DOD), FAC-C Professional, or Department of Defense (DoD) Contracting Professional.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes serving as a warranted Contracting Officer providing advice, guidance, and training to others throughout all aspects of contracting transactions from initiation through closeout of the contract.
