Job Summary

The Texas Higher Education Coordinating Board is seeking a highly skilled Attorney IV to join its team. As a key member of the agency's legal department, this individual will provide expert legal counsel and support to the Commissioner of Higher Education and THECB staff.

Key Responsibilities
  • Provide legal counsel and support for state procurements, including reviewing solicitations and providing advice as needed.
  • Draft, develop, review, and negotiate contracts and contractor proposals.
  • Develop and update contract and solicitation templates and additional contract forms/guidance.
  • Interpret contractual provisions and provide advice on all facets of contract and grant (State and Federal) issues.
  • Work closely with agency staff on all aspects of contracting and procurement.
  • Coordinate with the Chief Privacy Officer to provide counsel on data privacy and data security for contracts.
  • Provide advice and counsel to agency staff on legal matters and on the interpretation and application of agency policies and rules, and state and federal laws.
Requirements
  • Graduation from an accredited law school with a Juris Doctor (J.D.) degree.
  • License to practice law in the State of Texas and be a member in good standing with the State Bar of Texas.
  • Five (5) + years full-time experience as a licensed, practicing attorney.
  • One (1) + years of experience working in the area of State government contract and procurement law.
  • Experience reviewing competitive solicitations.
  • Experience drafting, reviewing, and negotiating contracts.
  • Experience with contracting and procurement of IT services.
  • Experience with contracting through the Department of Information Resources and the Shared Technology Services program.
  • Experience negotiating licenses and working in the areas of copyright and trademark.
