The Georgia Department of Community Health (DCH) is a pivotal agency within Georgia's health system, dedicated to serving a diverse population exceeding 10 million residents. DCH functions as the primary agency for Medicaid, supervises the State Health Benefit Plan (SHBP), and regulates healthcare facilities, thereby impacting a significant portion of the state's populace.

Through strategic planning, procurement, and oversight, DCH ensures access to affordable and high-quality healthcare for millions, including the most vulnerable and underserved communities. The agency's operations are supported by six enterprise offices that collaborate with three program divisions, with employees located throughout the state.

We are seeking a Senior Financial Operations Manager with a robust background in accounting, customer service, and banking activities, including ACH, wire transfers, checks, and payment portals. This role involves leading a team that collaborates with internal stakeholders to provide banking services and system access, as well as assisting external clients with payment portal access and resolving payment-related issues. The ideal candidate will possess advanced technical skills in Excel and Access for generating ad hoc reports related to banking transactions and inquiries. Furthermore, the manager should be adept at recommending and implementing accounting policies and procedures in compliance with governmental regulations. This position includes oversight of subordinate supervisors and staff.

This is a hybrid role that necessitates both in-office and remote work, subject to supervisory approval. The frequency of in-office days may vary based on organizational needs.
Key Responsibilities
  • Oversee the financial and accounting operations of the Banking Services unit.
  • Develop and implement accounting policies and procedures to enhance the efficiency of Banking Services.
  • Provide training, technical support, and ethical guidance to Business Owners, Budget, and Financial Management teams as required.
  • Supervise subordinate staff, including Accountant 3 and Financial Ops Generalist 3.
  • Assist with the fiscal year-end closeout of the General Ledger.
  • Apply GAAP, state, or federal fiscal guidelines, and agency policies to record financial transactions accurately.
  • Manage the filing of annual reports for the Office of State Treasury, including the State Bank Account Registry and Merchant Card Services reports.
  • Maintain the Online Payment System for collecting fees from Nursing Home and Hospital providers.
  • Oversee the recording of provider fee payments, recoupments, and other collections.
  • Coordinate with the State Treasury to set up and maintain user access for cash draws, transfers, revenue collections, and investment accounts.
  • Serve as a liaison to the State Treasury regarding banking matters.
  • Establish and maintain banking relationships, leveraging bank technology to optimize operations and safeguard agency funds from fraud or misappropriation.
Minimum Qualifications

A Bachelor's degree in business administration, accounting, finance, or a closely related field from an accredited institution, coupled with four years of professional experience in accounting or a related fiscal activity, including two years in a supervisory or lead role. Alternatively, one year of experience at a lower level position may be considered. Note: An equivalent combination of education and relevant experience may be substituted on a year-for-year basis.

Preferred Qualifications:
Eight years of relevant professional experience, including four years in a managerial capacity equivalent to the area of assignment.
