Position Overview

The Senior Legal Advisor for Exceptional Education will offer comprehensive legal guidance to the Office of Student Services and undertake additional responsibilities as directed by the Chief Legal Officer.

Key Responsibilities

  • Evaluates and interprets contractual agreements for legal adequacy in accordance with Board policy for all relevant departments and centers within the Exceptional Education sector.
  • Conducts thorough legal research to interpret and assess state and federal laws, regulations, and guidelines related to contractual matters affecting the Exceptional Education sector.
  • Delivers written or verbal legal insights to the Chief Financial Officer and other relevant personnel.
  • Drafts and/or reviews agenda items for the Board of Education as instructed by the Chief Financial Officer or the Executive Director.
  • Maintains and updates template documents for contracts utilized by the district.
  • Acts as a liaison for the Executive Director to ensure optimal representation for the district.
  • Engages with external legal counsel on matters approved by the Board of Education.
  • Implements an organized office management system for the tracking of contract documents from initial receipt to final resolution.
  • Facilitates training sessions for staff members.
  • Performs additional duties as assigned.

Qualifications

  • A Bachelor's degree in business administration, Acquisition/Contract Management, Legal Studies, or a closely related field from an accredited institution is required.
  • A Juris Doctorate and admission to the State Bar of Georgia is highly preferred.
  • A minimum of five (5) years of experience in contract management, ideally within a governmental or educational context, focusing on contract law and negotiation.

Knowledge, Skills, and Abilities

  • Familiarity with government procurement and purchasing regulations, real estate or construction law, contract law, education law, and employment law.
  • Understanding of policies and procedures specific to the DeKalb County School District.
  • Knowledge of public school administrative processes.
  • Expertise in contract negotiation, drafting, and documentation.
  • Exceptional legal writing and organizational skills, particularly in contract formulation.
  • Proficient in information gathering, data analysis, interpretation, report generation, and problem-solving.
  • Ability to exercise sound judgment and discretion in various situations.
  • Capacity to build and maintain effective working relationships with representatives from different organizational sectors.
  • Adept at prioritizing tasks and managing multiple assignments concurrently.

Physical Requirements and Work Environment

  • Occasional exertion of up to 10 pounds of force and/or negligible force frequently or constantly to move objects.
  • Primarily sedentary work involving sitting most of the time, with walking and standing required only occasionally.
  • Ability to communicate detailed or important spoken instructions accurately and effectively.
  • Ability to receive and interpret detailed information through oral communication.
  • Frequent use of hands and fingers for tasks such as typing and handling documents.
