Overview

The selected candidate will be tasked with evaluating and endorsing modifications to aviation safety protocols, overseeing, developing, executing, and harmonizing the operational segment of the Federal Aviation Administration (FAA) Safety Team (FAASTeam) initiative primarily within the designated regional office but may extend FAASTeam program assistance beyond the assigned office area as required.

Key Responsibilities

Technical Oversight

Administers policies, standards, programs, and procedures related to aviation and commercial operations. Fosters collaborative partnerships with external aviation entities to tackle safety challenges and explores innovative solutions to mitigate such challenges. Evaluates safety concerns and pursues a broad spectrum of regulatory and non-regulatory measures to ensure swift implementation of solutions to aviation safety issues.

Accountable for representing the FAA in coordinating system safety initiatives such as safety assurance, safety promotion, and risk management activities within the aviation sector. Key interactions include certified airmen, air carriers, air agencies, air operators, general aviation organizations, designees, the public, and airport entities. Engages with industry, internal and external working groups, and teams to address specific safety challenges and aviation matters. Develops guidance and related materials to enforce policies addressing safety and associated aviation standards.

As directed, represents the FAA in discussions with international Civil Aviation Authorities to share best practices aimed at enhancing aviation safety. Collaborates with Safety Officers of international air carriers to promote global aviation safety.

Establishes partnerships with representatives of international aviation organizations across various aviation sectors such as ultralights, agricultural aviation, emergency medical services, offshore helicopter operations, air tours, etc.

Program Management

Oversees aviation safety protocols, local initiatives, and supports national initiatives. Sets appropriate goals and objectives for the airworthiness segment of the aviation safety program in alignment with national FAASTeam directives. Implements and manages comprehensive safety action plans and programs by utilizing FAASTeam Representative Volunteers.

Provides technical support to other national and international aviation safety organizations and maintains close collaboration with those external aviation entities, certified airmen, air carriers, air agencies, air operators, general aviation organizations, designees, and airport organizations to identify and resolve potential safety issues and establish safety programs.

Supports the national FAASTeam Policy Division(s) in FAA-wide and community aviation education initiatives. Responsible for promoting and educating on regulatory compliance in safety-related areas.

Analyzes investigative data, formulates recommendations, and keeps management apprised of the status of identified hazards and the safety program. Aids management in decision-making regarding the safety program. Participates and/or serves as an advisor in joint FAA-industry meetings, steering committees, and other workgroups.

Resource Management

Plans assigned programs to meet objectives and formulates budget estimates for quarterly and annual forecasts. Manages, recruits, trains, and supports a diverse team of volunteer FAASTeam Representatives to achieve identified goals and objectives.

Flight Program

Engages in the FAA flight program to maintain qualifications and currency requirements applicable to operations inspectors, supporting the FAA in various flight-related functions including training and evaluation of designated pilot examiners. Assesses tasks outlined in the FAA practical test standards and airman certification standards by participating as pilot in command or as a crew member. The inspector is required to maintain an FAA second-class medical certification.

Additional Duties

Maintains technical expertise within the assigned specialty.

In support of Flight Standards District Office operations, performs other assigned duties except for enforcement actions.

Performs other duties as assigned.

Qualifications

Conditions of Employment

  • Selective Service Registration is required for males born after 12/31/1959.
  • Must submit an SF50 (See Required Documents).
  • Designated or Random Drug Testing required.
  • Position is designated as Moderate Risk; a background investigation may be required.
General Requirements for All 1825 Positions:
  1. No more than two separate incidents involving Federal Aviation regulations violations in the last 5 years;
  2. Valid State driver's license;
  3. Fluency in the English language;
  4. No chemical dependencies or drug abuse that could interfere with job performance;
  5. High School diploma or equivalent.
Medical Requirements for All Positions:

Applicants must be physically capable of performing the duties of the Aviation Safety Inspector position in a safe and efficient manner, with or without a reasonable accommodation. The minimum medical requirements include the following:
  1. Good distant vision in each eye and the ability to read, without strain, printed materials the size of typewritten characters (glasses and contact lenses permitted);
  2. Ability to hear the conversational voice (hearing aid permitted);
  3. No physical condition that would pose a hazard to themselves or others that would interfere with their ability to fly as passengers in various aircraft.
In addition, applicants for positions that require participation in the operation of the aircraft must:
  1. Possess a valid second-class medical certificate in accordance with FAA regulations; and
  2. Pass recurrent medical examinations as prescribed by the FAA.
Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to:
  1. Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; or
  2. Individuals who do not meet the minimum medical requirements but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position.
When the predominant work involves general aviation operations, applicants for Aviation Safety Inspector (Operations) positions must meet all of the following requirements:
  1. Valid, unexpired Flight Instructor Certificate with single and multi-engine airplane and instrument airplane ratings. Must have given a minimum of 200 hours of flight instruction in an aircraft.
  2. Professional flying skill as demonstrated in a flight check to Commercial Pilot Certificate with an instrument rating;
  3. Possession of Airline Transport Pilot Certificate or Commercial Pilot Certificate with instrument airplane rating.
  4. Minimum of 100 flight hours within the last 3 years.
  5. Minimum of 1,500 total flight hours.
  6. Possession of single and multi-engine land airplane ratings.
  7. No more than 2 flying accidents in the last 5 years in which the applicant's pilot error was involved.
  8. Possession of a valid second-class FAA medical certificate.
Additionally, applicants must demonstrate in their application that they possess at least one year of specialized experience equivalent to the FV-I/FG-13 level. Specialized experience is defined as: Assisting, conducting, or performing various technical functions related to certification, surveillance, investigation, and compliance recommendation of operational activities for FAR Part 135 air carriers/air operators.

Education is not qualifying and may not be substituted for this position.

The person selected for this position may be required to file a financial disclosure statement within 30 days of entry on duty. FAA policy limits certain outside employment and financial investments in aviation-related companies.

This position is covered by the Department of Transportation's Drug and Alcohol Testing Program.
