Overview

The selected candidate will play a pivotal role in evaluating and advocating for enhancements to aviation safety protocols. This position entails overseeing, developing, executing, and synchronizing the operational aspects of the Federal Aviation Administration (FAA) Safety Team (FAASTeam) initiative, primarily within designated field office jurisdictions, while also extending support beyond these areas as necessary.

Key Responsibilities

Technical Oversight

Administers policies, standards, and programs related to aviation and commercial operations. Cultivates collaborative partnerships with external aviation entities to address safety challenges and explores innovative solutions. Conducts thorough analyses of safety concerns and advocates for a diverse array of regulatory and non-regulatory measures to ensure prompt implementation of safety remedies.

Acts as the FAA's representative in coordinating system safety initiatives, including safety assurance, promotion, and risk management activities within the aviation sector. Key interactions involve certificated airmen, air carriers, aviation agencies, and the general public. Collaborates with industry groups and teams to tackle specific safety issues and aviation challenges. Develops guidance and related materials to enforce policies addressing safety and aviation standards.

As required, represents the FAA in discussions with international Civil Aviation Authorities to share best practices aimed at enhancing global aviation safety. Engages with Safety Officers from foreign air carriers to bolster international aviation safety standards.

Establishes partnerships with officials from international aviation organizations across various sectors, including ultralights, agricultural aviation, emergency medical services, and more.

Program Administration

Oversees aviation safety protocols, local initiatives, and supports national initiatives. Sets appropriate goals and objectives for the airworthiness segment of the aviation safety program in alignment with national FAASTeam directives. Implements and manages comprehensive safety action plans utilizing FAASTeam Representative Volunteers.

Provides technical support to national and international aviation safety organizations, maintaining close collaboration with external aviation bodies, certificated airmen, air carriers, and airport organizations to identify and mitigate potential safety issues.

Facilitates national FAASTeam Policy Division(s) in FAA-wide and community aviation education initiatives. Promotes and educates on regulatory compliance in safety-related matters.

Analyzes investigative data, formulates recommendations, and keeps management apprised of the status of identified hazards and the safety program. Aids management in making informed decisions regarding the safety program. Participates in or advises on joint FAA-industry meetings, steering committees, and other collaborative groups.

Resource Management

Plans assigned programs to achieve objectives and formulates budget estimates for quarterly and annual forecasts. Recruits, trains, and manages a diverse team of volunteer FAASTeam Representatives to fulfill established goals and objectives.

Flight Program Participation

Engages in the FAA flight program to maintain qualifications and currency requirements pertinent to operations inspectors, supporting various flight-related functions, including the training and evaluation of designated pilot examiners. Evaluates tasks outlined in FAA practical test standards and airman certification standards by serving as pilot in command or crew member. The inspector must hold a valid FAA second-class medical certificate.

Additional Duties

Maintains technical expertise within the assigned specialty.

Performs other assigned duties in support of Flight Standards District Office operations, excluding enforcement actions.

Minimum Qualifications

Aviation Safety Series, 1825

General Requirements:
  1. No more than two incidents involving Federal aviation regulations violations in the past five years;
  2. Valid State driver's license;
  3. Fluency in English;
  4. No substance abuse issues that could impact job performance;
  5. High school diploma or equivalent.
Medical Requirements:

Applicants must be physically capable of performing the duties of the Aviation Safety Inspector role effectively, with or without reasonable accommodation. Minimum medical standards include:
  1. Good distant vision in each eye and the ability to read printed materials without strain (corrective lenses permitted);
  2. Ability to hear conversational speech (hearing aids permitted);
  3. No physical conditions that would pose a risk to self or others that could interfere with the ability to fly as a passenger in various aircraft.
For positions requiring aircraft operation, applicants must:
  1. Possess a valid second-class medical certificate as per FAA regulations;
  2. Pass recurrent medical examinations as required by the FAA.
Applicants tentatively selected will need to provide documentation from a certified physician confirming they meet the minimum medical requirements, with or without reasonable accommodation.

To qualify, applicants must meet the Office of Personnel Management Qualification Standards for the 1825 series, demonstrating at least one year of specialized experience equivalent to GS/FG-13 as an Aviation Safety Inspector (GAO). Specialized experience involves assisting, conducting, or performing various technical functions related to certification, surveillance, investigation, and enforcement activities.
