Nature of Work:
Under general supervision, the Procurement Coordinator (Purchasing Agent) engages in administrative tasks related to organizing and managing the purchasing functions within the agency. This role involves developing and implementing strategies to address financial challenges and enhance administrative operations.
Key Responsibilities:
1. Collaborate with agency personnel and vendors to conduct business transactions, gather information, and discuss relevant topics.
2. Review purchasing documents and requisitions to ensure compliance with established procurement guidelines; verify documentation for accuracy and completeness.
3. Assist in gathering product information and formulating procurement specifications.
4. Evaluate proposed transactions for alignment with budgetary constraints and departmental policies; ensure timely processing of transactions.
5. Oversee contract management to ensure compliance with terms, specifications, and delivery requirements.
6. Maintain organized records in both physical and electronic formats; generate reports for periodic review.
7. Contribute to the assessment of procedural changes and provide input for improvements; monitor the effectiveness of implemented solutions.
8. Aid in the creation of manuals related to procurement processes, ensuring clarity and compliance with state regulations.
9. Provide guidance to staff regarding fiscal, legal, or procedural inquiries, or direct them to the appropriate resources.
10. Conduct training sessions for agency personnel on the purchasing process.
11. Perform additional duties as assigned.
Working Conditions:
Office environment requiring sitting, standing, bending, and manual dexterity. Some travel may be necessary.
Knowledge, Skills, and Abilities:
1. Familiarity with regulations and procedures relevant to procurement.
2. Understanding of general office practices.
3. Knowledge of applicable state and federal laws.
4. Proficiency in software applications, including Microsoft Office and enterprise accounting systems.
5. Ability to manage complex and confidential assignments independently.
6. Skill in collecting and compiling accurate data.
7. Capacity to analyze service challenges and develop effective solutions.
8. Competence in preparing reports and visual presentations.
9. Strong communication skills, both verbal and written.
10. Basic arithmetic proficiency.
Education:
A high school diploma or equivalent is required; vocational training or an associate degree in business or a related field is preferred.
Experience:
A minimum of three years of progressively responsible experience in bookkeeping, accounting, procurement, or a related field is required; experience or certification in public procurement is preferred.
Licenses/Certifications:
Certification in public procurement is preferred.
Additional Requirements:
A valid driver's license is required. Successful completion of pre-employment drug testing and background investigation is necessary.
