Job Summary:

The Native American Relations Manager will be responsible for building and maintaining relationships with Tribal governments and nations, as well as other people who identify as American Indian, Alaska Native, and Native Hawai'ian. This includes developing and maintaining agreements for this work, coordinating intergovernmental relationships, and providing strategic consultation and support for Boulder County community engagement efforts.

Key Responsibilities:
  • Support the communication and implementation of Commissioners' guiding values and strategic priorities.
  • Represent Boulder County and function as a connector between Boulder County and community members who identify as American Indian, Native American, or indigenous.
  • Coordinates intergovernmental relationships with Tribal governments and nations, including developing and maintaining agreements for this work.
  • Establish and maintain critical local government relationships of accountability, transparency, trust, and respect with Tribal governments and nations as well as other people who identify as American Indian, Alaska Native, and Hawai'ian.
  • Communicate effectively verbally and in writing with audiences of various social, cultural, ethnic, educational, and economic backgrounds.
  • Infuse principles of racial and other forms of equity in policy advice to Boulder County leadership on issues directly affecting Boulder County staff and community members who identify as American Indian, Native American, Alaska Native, and Native Hawai'ian.
  • Develops and maintains effective relationships with county staff across the organization to provide community engagement, research, event support, and communications materials to address barriers impacting the access to county programs and services by Native American, American Indian, Alaska Native, Native Hawai'ian, and Indigenous community members.
  • Works to build coalitions and enlist support for Boulder County's work priorities on issues impacting Native American/American Indian people.
  • Assists in defining public policy priorities for the County's work with Tribal governments and nations; analyzes the impact of policy decisions.
  • Provides strategic consultation and support for Boulder County community engagement efforts and other projects and initiatives as needed.
Requirements:
  • Minimum of 6 years of combined education and experience in government, tribal relations, and/or community affairs with specific experience (including lived experience) with Native peoples.
  • Valid driver's license and a clean driving record.
  • Ability to communicate effectively verbally and in writing to audiences of various social, cultural, ethnic, educational, and economic backgrounds.
  • Ability to work effectively with other employees, the public, and representatives of various governmental institutions.
  • Preferred skill in organizing community events.
  • Work collaboratively with Boulder County leadership and external stakeholders.
  • Ability to understand and communicate complex technical project, environmental, and financial information.
  • Project management skills and familiarity with documentation and progress reporting.
  • Ability to ensure the protection of confidential information in compliance with applicable local, state, and federal requirements.
  • Ability to exhibit understanding, courtesy, tact, empathy, and concern and work effectively with people from varied backgrounds and situations.
Preferred Qualifications:
  • Bachelor's degree in public administration, political science, Native American studies, or a related field, or at least 10 years of work experience in tribal leadership roles of equal or greater responsibility or working directly with leaders from multiple tribes in such roles.
  • Knowledge of local and regional Native American/American Indian issues and history.
  • Understanding of Tribal sovereignty and history, and how these impact relationships with local governments.
  • Demonstrated experience at building relationships and coalitions.
  • Familiarity with or willingness to learn the Pacific Education Group's Courageous Conversation About Race protocol and the Government Alliance for Racial Equity frameworks and tool sets.
