Director of Policy and Government Affairs

The Jewish Community Relations Council (JCRC) Bay Area has been a pivotal voice for the Jewish community for over 75 years, fostering connections among diverse Jewish populations and their neighbors to promote a just society and a secure Jewish future. Position Objective

The primary aim of this role is to spearhead JCRC's outreach initiatives with elected officials and government representatives, while furthering JCRC's policy goals through education, relationship development, advocacy, and lobbying efforts.

Key Responsibilities

Relationship Development with Elected Officials and Government Leaders (50%)

  • Lead initiatives to build and maintain relationships with state and local elected officials, including legislators, county supervisors, mayors, council members, and district attorneys.
  • Design and implement educational and engagement activities for elected leaders, such as training sessions, community programs, stakeholder meetings, and speaking engagements that connect officials with the Jewish community.
  • Represent JCRC at community, political, and nonprofit events on behalf of the organization.
  • Create resources, talking points, email updates, and other written materials to support elected officials in advancing JCRC's objectives.

Public Policy Leadership and Lobbying (25%)

  • In collaboration with the Senior Director of Jewish Affairs, establish annual policy objectives and execute strategies to promote state and local legislation in line with organizational consensus and strategic goals.
  • Engage in policy advocacy activities, including legislative drafting, direct lobbying, constituent meetings, public testimony, position papers, grassroots advocacy, and public communications.
  • Oversee the JCRC Public Policy Committee, which advises on policy proposals and reviews, analyzes, supports, and advocates for state and local legislation.
  • Act as the JCRC policy expert and serve as the primary liaison for policy matters among JCRC staff, the Jewish community, and civic partners.

Management of the Bay Area Network of Jewish Elected Officials (BANJO) (15%)

  • Plan and execute innovative programs and events to meet the networking and educational needs of BANJO, including retreats, webinars, seminars, and social gatherings.
  • Enhance BANJO by recruiting new members, developing a robust alumni network, supporting cohort leaders, and engaging non-Jewish elected officials as allies.
  • Provide resources and opportunities to assist members in their roles as local officials.

Coordination of Annual Educational Trip to Israel (10%)

  • Collaborate with the Senior Director of External Affairs to organize and execute annual educational trips to Israel for elected and community leaders, focusing on Jewish identity, connection to Israel, and Israeli society.
  • Oversee logistical arrangements with support staff, including participant registration, cohort communications, travel management, trip evaluations, and other coordination tasks.

Qualifications

  • A Bachelor's degree is required; a graduate degree in public policy, public administration, business administration, nonprofit management, or a related field is preferred.
  • Four to eight years of experience in relationship building within state or local politics, government affairs, political campaigns, lobbying, advocacy, or community relations.
  • Proven experience and understanding of the state/local legislative and lobbying processes.
  • Exceptional communication skills with the ability to distill complex information into accessible content for public understanding.
  • Familiarity with Jewish identity, history, religious practices, experiences with antisemitism, and connections to Israel.
  • Knowledge of the Bay Area Jewish community and local political landscape is preferred.
  • Strong interpersonal skills and the ability to engage professionally with individuals from diverse backgrounds via phone, email, and in-person interactions.
  • Willingness to attend evening meetings/events and occasional travel is required.
