Job Overview

The Human Resources Manager plays a crucial role in supporting Avenues' mission to attract, nurture, and retain a talented and diverse workforce. This position is responsible for overseeing all human resources functions, emphasizing organizational culture, effective communication, and racial equity.

Avenues for Youth is dedicated to providing essential services such as emergency shelter, transitional housing, and support for youth and families facing housing instability. Our approach is rooted in social justice, aiming to create a safe and nurturing environment that empowers individuals to define their own experiences and aspirations.

Key Responsibilities

The following responsibilities are typical for this role. They are not exhaustive but provide a framework for the position:

Recruitment and Onboarding
  • Develop and execute recruitment strategies to attract a diverse pool of top talent.
  • Collaborate with management on the recruitment process, including job postings, interviews, and background checks.
  • Facilitate the onboarding and orientation process for new employees.
  • Revise and create job descriptions and organizational structure as needed.
Employee Relations and Engagement
  • Act as a resource for staff at all levels, addressing inquiries regarding internal policies and procedures.
  • Propose and implement human resources strategies that align with the organization's mission and promote a healthy workplace culture.
  • Manage disciplinary actions and terminations in compliance with organizational policies and legal standards.
Compliance, Policies, and Metrics
  • Ensure adherence to federal and state labor laws, working with external consultants and legal advisors as necessary.
  • Develop and maintain HR policies and procedures, including updates to the employee handbook.
  • Collect and analyze HR data to support decision-making through metrics.
  • Oversee the management of digital personnel files, ensuring accuracy and compliance.
Performance Management and Staff Development
  • Coordinate the performance management process, including annual reviews and development plans.
  • Enhance management practices by providing training and resources to leaders.
  • Offer guidance to managers and employees on performance-related issues.
Compensation and Benefits
  • Manage the compensation program, including conducting salary equity reviews.
  • Process payroll accurately and ensure compliance with wage regulations.
  • Oversee benefits enrollment and termination processes, including COBRA administration.
  • Coordinate the annual Open Enrollment process and communicate benefit updates to staff.
  • Conduct exit interviews and provide post-employment assistance.
  • Lead investigations related to worker's compensation and respond to unemployment inquiries.
Qualifications
  • Bachelor's degree with at least 4 years of experience in Human Resources, preferably in nonprofit organizations.
  • Strong knowledge of HR laws, regulations, and best practices.
  • Proficiency in HR software and Microsoft Office Suite.
  • Demonstrated emotional intelligence and cultural humility.
  • Ability to make analytical and decisive decisions while communicating effectively with staff.
  • Excellent written and verbal communication skills.
  • Understanding of social justice issues and sensitivity to the needs of youth experiencing homelessness.
  • Experience working independently in a fast-paced, diverse environment.
  • Strong organizational skills with the ability to manage multiple tasks.
  • Commitment to maintaining confidentiality of sensitive information.
Physical Requirements

This role requires the ability to perform essential functions, including sitting, standing, bending, and lifting up to 40 pounds.

Compensation

The salary range for this position is between $63,500 and $70,500 per year, depending on qualifications. Avenues offers a comprehensive benefits package, including health insurance, paid time off, and employee assistance resources.
