Key Responsibilities:


The Technical Program Manager's role serves as a facilitator and enabler for the organizational strategy, collaborating with various stakeholders and teams to coordinate the delivery of value across multiple projects.

Engages with fellow Program Managers, Product Managers, Scrum Masters, Product Owners, and Ed Tech stakeholders to ensure strategic alignment, manage dependencies, and effectively resolve conflicts.

Demonstrates persistence in cultivating cross-program/team relationships.
Leads program governance and implementation.
Monitors and reports on program health and progress.
Establishes measurement systems to provide insights into value delivery and areas for improvement. Limits work in progress to ensure successful commitments and objectives that focus on outcomes and impact.
Strives for continuous operational enhancement through data analysis and iterative practice adjustments.
Communicates issues boldly and based on data.

Collaborates with Product Managers, Technical Leaders, and other key stakeholders to develop and maintain a program roadmap of deliverables that are value-based and outcome-driven, aligning closely with organizational strategy.

Prioritizes communication and documentation of objectives to maximize transparency and alignment.
Poses challenging questions that drive successful outcome delivery.

Actively engages in the community development of project and agile roles, establishing and adhering to policies, guardrails, and best practices.

Acts as a change agent to strengthen the agile mindset throughout the organization.

Partners with Agile Coaches and Scrum Masters to enhance agility and cultivate an environment of self-organization and accountability.

Exhibits emotional and situational awareness as a leader, supporting teams in meeting their commitments by removing obstacles and facilitating resolution and action-oriented discussions.

Fosters an environment of mutual respect, openness, and influence.
Collaborates with leadership to establish and facilitate value-driven Program Increment (PI) events on a consistent basis.

Knowledge, Skills, and Abilities:
Experience managing enterprise-level programs.

Skilled in coordinating and delivering complex solutions that necessitate collaboration among multiple stakeholders, project teams, Scrum teams, Product domains, and vendors.

Familiarity with SAFe or other enterprise agile frameworks.
Proficient in training individuals at all organizational levels and an expert in agile practices and tools.

Job Qualifications:

Minimum Qualifications:
Bachelor's Degree in Computer Science or a related field.
7+ years of relevant experience (Project Management, Scrum Master, Release Train Engineer, Program Manager).
Experience in an agile environment.
Proven servant leader, skilled in facilitation, situational awareness, conflict resolution, continuous improvement, empowerment, and enhancing organizational transparency.
Excellent communication skills, capable of earning the trust of teams, stakeholders, and leadership. Proficient in written, oral, presentation, and interpersonal communication.
Familiarity with tools such as Jira, Rally, VersionOne, Microsoft Suite, Lucid, etc.
Strong understanding of Agile, Lean, DevOps, and Waterfall methodologies and principles.

Preferred Qualifications:
Master's degree in a relevant field.
Experience in higher education, educational technology, eLearning development, or a related field.
Certified Program Manager, SAFe 5 Release Train Engineer, or other enterprise framework certifications.
Experience in querying data and creating reports using PowerBI, Tableau, or similar tools.
Strong technical acumen with the ability to understand engineering, infrastructure, and security concepts.
Capability to articulate and achieve an agile vision through effective organizational change management.
Experience with large systems integrations.
Broad knowledge of project management principles.

The salary range for this position reflects a variety of factors considered in compensation decisions, including skill sets, experience, training, licensure, certifications, and other organizational needs.

At WGU, it is uncommon for individuals to be hired at or near the top of the salary range for their position, as compensation decisions depend on the specific circumstances of each case.


Pay Range:
$140,000 - $217,200.00

This position is full-time and regular, eligible for bonuses and a comprehensive benefits package including medical, dental, vision, telehealth, mental healthcare, health savings accounts, flexible spending accounts, life insurance, disability coverage, retirement savings plans, and generous paid time off policies.WGU is an equal opportunity employer.
