Position Overview:

The US Department of Defense Center for Excellence in Disaster Management and Humanitarian Assistance (CFE-DM) operates with a global mission to enhance crisis response capabilities, foster collaboration, and strengthen partnerships in the realm of international humanitarian aid and civil-military coordination. This role involves close collaboration with various governmental and non-governmental entities to improve the understanding of their roles in supporting humanitarian efforts during both natural and man-made crises.

Key Responsibilities:

  • Collaborate with a writing team to gather, analyze, and synthesize open-source information relevant to Disaster Management & Humanitarian Assistance (DMHA) for designated countries in the Indo-Pacific Region, contributing to the creation of Disaster Management Reference Handbooks.
  • Develop DM reference handbooks for multiple nations, including those in the Association of South East Asian Nations (ASEAN) and other specified countries.
  • Review, revise, and edit research documents to ensure logical flow, clarity, and adherence to grammatical standards.
  • Assist in maintaining quality control by ensuring compliance with client-specific style and content guidelines.
  • Engage with subject matter experts to ensure all feedback is integrated into final documents.
  • Coordinate with the graphics team to ensure that drafts meet production standards for both web and print formats.
  • Conduct research and produce analytical documents and materials to support the Center's initiatives, including internal and external program documentation.
  • Manage marketing efforts for programs, which may involve website updates and outreach to other institutions.
  • Generate disaster response situation reports, information papers, best practices, case studies, and After Action Reports (AARs).
  • Draft and refine applied research studies, professional journal articles, situation reports, and assessments related to disaster management.
  • Conduct open-source and classified data mining in collaboration with stakeholders, ensuring final deliverables are accessible on relevant platforms.
  • Maintain professional communication with academic partners and international organizations.
  • Support civil-military training and planning as part of broader campaign strategies across the Pacific.
  • Participate in academic conferences and meetings.
  • Keep track of project deliverables and updates.

Qualifications:

  • A Master's degree in a relevant field such as Journalism, English, Communications, or Disaster Management is required.

Essential Skills:

  • Exceptional writing and editing abilities, with a strong grasp of DMHA content.
  • Experience in managing complex research projects that enhance civil-military cooperation during humanitarian missions.
  • Ability to meet deadlines and work collaboratively within a team environment.
  • Strong organizational and communication skills, both written and verbal.
  • Proficiency in MS Word and experience in producing technical reports.
  • Fluency in English, both spoken and written.
  • Experience in public speaking and facilitating discussions.
  • Capability to work independently while also being receptive to guidance.
  • Commitment to collaboration and respect for diverse perspectives.
  • US Citizenship is required, and the candidate must be eligible for a SECRET level clearance.

Travel Requirements:

  • Willingness to travel up to 15% for both domestic and international assignments.
