Overview:

The US Department of Defense Center for Excellence in Disaster Management and Humanitarian Assistance (CFE-DM) operates with a global mission to enhance crisis response capabilities, improve coordination and collaboration, and strengthen relationships in the realm of international humanitarian assistance and civil-military coordination during emergencies.

This role emphasizes research and the development of disaster management and humanitarian assistance materials within the Applied Research and Information Sharing (ARIS) Branch. The Analyst will be responsible for coordinating, implementing, and managing multiple research initiatives and projects. Collaborating closely with the team lead, the candidate will create Disaster Management Reference Handbooks tailored for specific Asia-Pacific nations. These handbooks are designed to provide an operational insight into a country's disaster management strengths and weaknesses, contributing to a comprehensive understanding of disaster management practices. The outcomes of these products will share best practices and lessons learned to enhance response coordination.

Key Responsibilities:

  • Collaborate with a writing team to research, analyze, and synthesize open-source information related to Disaster Management & Humanitarian Assistance (DMHA) for designated countries in the Indo-Pacific Region, producing content for Disaster Management Reference Country Handbooks.
  • Develop DM reference handbooks for various nations, including those in the Association of South East Asian Nations (ASEAN) and others.
  • Edit and proofread research documents for coherence, clarity, completeness, and adherence to grammatical standards.
  • Ensure compliance with client-specific style and content requirements during the quality control process.
  • Engage with subject matter experts to incorporate and address feedback from both internal and external stakeholders.
  • Work alongside the graphics department to ensure drafts meet the standards for final production in both web and print formats.
  • Conduct research and produce analyses, data, and documentation to support the Center's initiatives, including program materials and databases.
  • Assist in the marketing of programs as necessary, which may involve updating websites, developing reports and brochures, and outreach to other institutions.
  • Create disaster response situation reports, information papers, best practices, case studies, and After Action Reports (AARs).
  • Draft and refine applied research studies, professional journal articles, situation reports, disaster management assessments, strategic analyses, and lessons learned.
  • Perform open-source and classified data mining in collaboration with stakeholders, ensuring final deliverables are posted on relevant platforms.
  • Maintain professional communication with academic partners, international organizations, and stakeholders.
  • Support civil-military training, exercises, operations, and assessments as part of broader strategic initiatives across the Pacific.
  • Participate in academic conferences and meetings.
  • Maintain tracking of deliverables and project items.

Qualifications:

  • A Master's degree in a relevant field (e.g., Journalism, English, Communications, Disaster Management, etc.) is required.

Essential Skills:

  • Proficient writing and editing skills with a strong understanding of DMHA content.
  • Experience managing complex research projects that foster civil-military cooperation during humanitarian efforts.
  • Ability to meet deadlines and demonstrate attention to detail.
  • Excellent communication and interpersonal skills, adaptable to changing project requirements.
  • Strong organizational skills and proficiency in report preparation and presentation.
  • Ability to prioritize and manage multiple tasks effectively.
  • Experience in data collection and evaluation for process improvement.
  • Strong proficiency in MS Word, particularly in formatting and editing technical documents.
  • Fluency in English, both written and spoken.
  • Experience in public speaking and facilitating group discussions.
  • Ability to work independently while also collaborating with diverse teams.
  • U.S. Citizenship is required, and the candidate must be eligible for a SECRET level clearance.

Salary:

  • Compensation will be based on relevant experience and qualifications.

Travel Requirements:

  • Willingness to travel up to 15% for domestic and international assignments.
