Job Overview:

Under the general oversight of the Director of Operations and the Section Director of the Maternal and Child Health (MCH) Section within the Community Health Improvement Division, the Senior Financial Analyst will engage in sophisticated budgetary evaluation and oversight of technical and program-related initiatives and acquisitions.

This position plays a crucial role in facilitating expenditure projections, evaluating financial and operational implications, and ensuring congruence with budgetary objectives and operational aims for the MCH Section.

The incumbent will be tasked with coordinating and managing financial processes and systems within MCH, focusing on the creation and assessment of budgetary information.

The role involves a comprehensive analysis of budgetary forecasts, financial data scrutiny, and the application of management practices to guarantee adherence to federal and state regulations, as well as DSHS policies and guidelines pertaining to budgeting and procurement.

This position operates with minimal supervision, allowing significant discretion for the application of initiative and independent judgment.

Key Responsibilities:

Maintains regular and predictable attendance in alignment with agency leave policies and performs additional duties as assigned.

(40%) Financial Analysis and Reporting. Oversees the financial dimensions of MCH Section programs and operations. Plans, reviews, and reports on the financial evaluation of MCH projects and acquisitions. Prepares, reviews, analyzes, and/or approves financial statements, budgets, and expenditures. Validates source documents, correspondence, data, and other written materials that underpin program budgets and financial reports. Provides recommendations to management regarding the allocation of financial resources to achieve strategic goals and enhance the efficient use of funding and personnel. Coordinates the development and management of MCH financial reporting processes, procedures, and forms to support program activities. Reviews projects for financial completeness, compliance with financial standards, consistency in methods, and adherence to financial statutes, agency rulings, and procedures. Researches and compiles financial information for reports and presentations as required.

(35%) Compliance Oversight. Conducts advanced financial analysis, monitoring, reporting, and regulatory work associated with federal block grant management, including expenditure forecasts; financial, budgetary, and operational impacts; performance metrics; and project deliverables. Prepares financial data for grant applications, oversees and manages grant funding, and assists with other grant financial responsibilities as necessary. This work entails the examination, investigation, and review of accounting records, financial statements, reports, management practices, and internal controls to ensure compliance with federal and state laws and/or regulations, as well as DSHS policies and guidelines for related projects and acquisitions.

(10%) Strategic Financial Analysis. Collaborates with section and division offices to monitor, review, and analyze expenditure trends and patterns to identify opportunities for reallocation, realignment, or adjustments to meet programmatic needs. Assists in the preparation and formulation of legislative appropriation requests (LAR), as required. Ensures accuracy and compliance with directives. Prepares, reviews, and analyzes cost estimates and fiscal notes for proposed legislation. Evaluates fiscal impacts of proposed regulations for adoption. Assesses the implications of existing and proposed state and federal legislation on MCH programs. Works with relevant areas of DSHS and the division office to address budgetary inquiries from the legislature, Governor's Office, state and federal agencies, and the Legislative Budget Board.

(10%) Financial Liaison. Acts as the primary financial resource and point of contact for MCH Section personnel, offering guidance and technical support related to financial and budgetary issues. Engages regularly with management, program staff, and others regarding financial matters. May provide training to program staff on financial policies and procedures.

(5%) Performs related duties as assigned. Additional responsibilities may include actively participating and/or serving in a supporting role to fulfill the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.

Required Knowledge, Skills, and Abilities:
