Background


The Department of Veterans Affairs (VA), Office of Human Resources and Administration/Operations, Security, and Preparedness (HRA/OSP), Human Capital Services Center (HCSC), provides quality human capital products and services across the VA enterprise.

These products and services include learning management, employee accountability, internships, and learning content to more than 600,000 VA employees, contractors, volunteers, and academic affiliates.

HCSC products and services reduce costs, streamline processes, and save VA employees time so they can focus on delivering the best care to our Veterans.


640 Acres supports the HCSC Talent Development Services (TDS) directorate in maintaining its Talent Management System (TMS 2.0) through various upgrades and capability enhancements, along with associated solutions that support TMS. Key efforts include all necessary activities to sustain TMS 2.0 through regular operations and upgrades while identifying options for addressing capability gaps.

These activities encompass planning, change management, requirements management, solution configuration, solution testing, and learning management.

The focus of this initiative is to achieve the following outcomes:

  • Development of comprehensive plans that will guide activities related to the successful sustainment of TMS 2.0 operations;
  • Definition and execution of a change management strategy that engages the VA workforce in transition efforts associated with TMS 2.0 upgrades and the introduction of new capabilities;
  • Development of the testing strategy and test scripts that will be utilized for effective solution testing;
  • Successful solution testing and post-test documentation;
  • Solution configuration testing and documentation that support effective TMS 2.0 utilization;
  • Effective requirements management throughout the initiative lifecycle;
  • Development and maintenance of a complete toolkit of procedures, guides, and artifacts in support of the VA team deploying TMS 2.0 upgrades; and
  • Support for VA stakeholders and TMS 2.0 solution administrators.
Responsibilities

640 Acres is seeking a Data Analyst who possesses the capability to perform tasks that support the:

  • Identification of supply chain information systems and their key characteristics;
  • In-depth analysis of data types and flow in conjunction with the VA Value Stream Mapping analysis;
  • Data file analyses;
  • Industry-standard assessment of legacy system data;
  • Initiatives aimed at improving data quality; and,
  • Designing and producing reports using a wide variety of industry-standard information management research tools, including but not limited to Power BI and SQL, systems, and processes.
The Data Analyst will also assist in the development of the following items:

  • Database Analysis Reports;
  • Data Analysis Packages;
  • Distribution of strategic messages;
  • Data Migration Strategies; and,
  • Data Mapping to target systems.
Requirements

Required Skills/Qualifications

  • Formal Education: Bachelor's degree in business or a related technical field
  • Years of professional experience: eight (8) years

  • Professional Certifications: N/A
  • Security Clearance: Must possess or qualify for a Public Trust (NACI)
  • U.S Citizenship is required for this specific opportunity
  • Proficient in Microsoft Office Products including Excel, PowerPoint, and working in a fast-paced Lean Agile environment using task tracking software (i.e., JIRA).
  • Proficient in programs including Python Scripts, Structured Query Language (SQL), Data Management and Analytics Operating System, Corporate Data Warehouse, Power BI, and Data Visualization skills.
Desired Skills/Qualifications

  • Knowledge of federal and/or VA acquisition policies, guidance, and regulations;
  • Familiarity with government contracting, procurement, and acquisition;
  • Operational understanding of VA Talent Management System (TMS 2.0);
  • Experience supporting federal government customers (previous VA Experience preferred); and
  • Military experience preferred.
