ROLE SUMMARY: The Bilingual Health Insurance Specialist plays a crucial role in upholding the highest professional and ethical standards while representing Access to Health Network (AHN) to clients and partners. The ideal candidate is an enthusiastic, diligent, and organized individual who thrives under pressure and possesses strong multitasking abilities. This role involves assisting clients in enrolling in insurance products, processing premiums, and managing referrals for the Nevada Medication Assistance Program (NMAP) from partner organizations.

ESSENTIAL QUALIFICATIONS:

  • Bilingual proficiency in English and Spanish is required.
  • Must successfully pass a background check as mandated by state regulations.
  • Compliance with all HIPAA regulations is essential.
  • A valid driver's license is necessary, with the ability to operate the AHN company vehicle when required.
  • Must obtain an Exchange Enrollment Facilitator License (EEF) within 90 days, at the agency's expense.
  • Develop and maintain a comprehensive understanding of health insurance systems and terminology.
  • Acquire a foundational knowledge of Access to Healthcare Network's administrative functions, services, and systems.
  • Participation in staff meetings and collaboration with direct reports is expected.

KEY DUTIES AND RESPONSIBILITIES:

  • Maintain a working knowledge of non-AHN healthcare programs such as Medicaid, Medicare, Nevada Check-Up, Prescription Drug Programs, and Women's Health Connection.
  • Exhibit compassion and professionalism while serving the program population.
  • Consistently treat clients and prospective clients with respect and dignity.
  • Fulfill specific responsibilities outlined in the Scope of Work for the Nevada Department of Health and Clark County.
  • Conduct eligibility screenings for potential Ryan White services to ensure client eligibility for assistance.
  • Process referrals in accordance with AHN policies and procedures.
  • Gain a comprehensive understanding of Nevada/Federal Health Exchange, HIP, Access to Healthcare Network, State Health Insurance Subsidies/Assistance Program, and Medicaid, including eligibility criteria and enrollment processes.
  • Assist eligible consumers in enrolling in the Premium Assistance Program, also known as Third-Party Reimbursement.
  • Manage premium payments on behalf of consumers for state-approved insurance plans.
  • Ensure that Ryan White Part B files are current and contain all necessary documentation.
  • Achieve mastery of Access to Healthcare Network services available to members.
  • Submit all programmatic reports punctually, in a professional format, and with accurate data.
  • Process NMAP referrals from partner agencies to determine payer sources and grant NMAP eligibility.
  • Collect information from AHN Ryan White clients to ascertain the payer of last resort.
  • Develop and sustain effective working relationships with AHN providers, members, program partners, and funders.
  • Accurately and efficiently document all relevant client information in CareWare and Salesforce.
  • Ensure that database and spreadsheet entries are regularly updated, and new information is entered as it becomes available.
  • Demonstrate the ability to multitask and think critically through various situations.
  • Acquire a basic understanding of Salesforce and CareWare.
  • Conduct thorough and accurate reviews of all applications that may qualify for insurance.
  • Effectively communicate complex concepts.
  • Exhibit flexibility and adaptability to changing work environments and responsibilities, as department schedules may vary based on operational needs.
  • Perform additional duties as assigned.

MINIMUM EDUCATION:

  • High School Diploma; Associate's Degree preferred.

MINIMUM EXPERIENCE:

  • A minimum of one year of experience in health insurance, sales, or as a health insurance specialist is preferred.
  • A minimum of three years of computer experience, including proficiency in Microsoft operating systems, word processing, spreadsheets, database input, and report generation.
  • Demonstrated experience in planning and executing organizational communication.

WORK ENVIRONMENT:

  • The work environment typically has a moderate noise level, and employees usually work in a climate-controlled office setting.
  • Ability to sit at a computer for 6 to 8 hours daily.
  • Ability to stand for 3 to 6 hours daily.
  • Ability to perform repetitive hand/wrist movements.
  • Must be able to lift and carry up to 30 pounds consistently.
