Position Overview:


This role is situated within the U.S. Army Corps of Engineers, Huntington District, Engineering and Construction Division, Design Branch, A-E Design Management Section. As an Engineering Project Coordinator, you will oversee all aspects of intricate Architect-Engineer (A-E) contracts and serve as the Engineering Division's representative and liaison for designated projects.


Key Responsibilities:

As the Engineering Division's representative, you will:

  • Plan, organize, and direct the collaborative efforts of Division personnel and contract services to achieve project goals.
  • Implement agency regulatory standards governing various phases of project development and design processes, along with specific guidelines, policies, and operating procedures relevant to the assigned projects.
  • Act as the Division's liaison for engineering and design support concerning construction activities.
  • Engage as a member of the negotiation team for A-E contract discussions.
  • Review directives and criteria from project managers or other sources that outline requirements and budget constraints for proposed work.
  • Initiate pre-design meetings with various organizational segments, service representatives, supporting agencies, and A-E designers to share information and clearly define project scope.
  • Evaluate project criteria, man-hours, travel, overhead needs, and reasonable profit margins to prepare the Government estimate for the A-E's design fee and in-house review costs.
  • Determine design funding requirements for the Engineering Division; initiate fund requests and assess budget proposals from other Engineering Division branches.
  • Assess the extent of design activities involved, coordinate the development of design criteria, prepare work descriptions, and collaborate with the Contracting Division.
  • Serve as the Contracting Officer's Representative for assigned projects.

Required Qualifications:


Applicants must possess engineering and multi-disciplinary experience in creating designs, plans, specifications, and cost estimates for large-scale civil works projects, including navigation locks and dams, flood control, shoreline restoration, and environmental enhancements. Experience in leading, supervising, and monitoring civil works project scope, quality, schedules, and budgets is essential, along with the ability to resolve issues, provide guidance, develop procedures, and perform advanced work related to complex design tasks.


Employment Conditions:

Appointment may be contingent upon a suitability or fitness assessment, determined by a completed background investigation.

A Professional Engineer (PE) or Registered Architect (RA) license/registration is mandatory, and candidates must be able to obtain professional registration within 24 months of starting the position.

Travel Requirements:
Occasional travel may be necessary, approximately 5% for business-related purposes.

Qualifications:
Bachelor's Degree in Civil Engineering from an Accreditation Board for Engineering and Technology (ABET) accredited institution, or a Bachelor's Degree in Architecture (Required)

U.S. work authorization (Required)

Professional Engineering License (Required, or must be obtainable within 24 months of starting the position)
