The Lead Talent Acquisition Strategist is a vital member of the Human Resources team, tasked with executing innovative talent acquisition strategies. This includes the planning, management, and execution of a robust recruitment and selection process aimed at attracting a diverse pool of qualified candidates efficiently and effectively.

This individual will oversee a team and collaborate with key stakeholders throughout the organization, including other HR team members, business unit leaders, and departments involved in Labor, Legal, and Diversity initiatives. This position also focuses on identifying and standardizing best practices across all divisions.

Within established guidelines, policies, and procedures, this role will collaborate with the Compensation team to guide the Talent Acquisition team on all salary offers for both non-represented and certain represented positions.
  • Design, implement, and manage a comprehensive recruitment and selection process. Supervise a team responsible for talent acquisition activities across various departments. Responsibilities include posting job openings, screening candidates, evaluating resumes, engaging with applicants, participating in interview panels, onboarding new hires, and processing internal promotion packages. Ensure a positive candidate experience throughout the recruitment journey.
  • Collaborate with Agency HR partners, business units, and other Talent Acquisition groups to develop and execute talent acquisition strategies that meet hiring objectives and ensure the selection of top talent. Provide creative solutions for filling complex and challenging roles. Utilize effective sourcing methods for hard-to-fill positions and adhere to industry best practices.
  • Facilitate the timely sourcing of diverse candidates using ATS, sourcing, and recruitment marketing tools. Review and approve all job postings and offers for the assigned agency. Work with department managers and Workforce Planning to assess staffing needs and develop hiring strategies. Ensure a diverse applicant pool is delivered to hiring departments. Partner with recruitment advertising agencies to create media plans for challenging positions. Build talent pipelines and enhance employment branding efforts.
  • Analyze recruitment trends and make recommendations to establish and maintain effective metrics, processes, systems, and tools. Identify gaps between the current workforce and future needs. Utilize metrics to generate reports and pinpoint areas for improvement. Recommend and implement approved changes to the onboarding process and candidate experience. Ensure adherence to fair and ethical recruitment practices.
  • Assist the testing team with scheduling and administering employment assessments. Educate candidates on the responsibilities associated with the role during testing days. Provide a shortlist of qualified candidates to the Testing Team for scheduling.
  • Oversee the tracking of test results for positions requiring mandatory drug testing and medical clearance.
  • Collaborate with the Senior Manager of Talent Sourcing and Outreach on recruitment and outreach initiatives.
  • Lead the planning and coordination of large-scale career events. Manage logistics including location, advertising, staffing, and security. Additional responsibilities include organizing information sessions and workshops on career opportunities, engaging with students, faculty, and administrators to promote career options.
  • Manage reference checks and the background verification process for new hires. Review and clear employment applications and background reports. Audit all salary worksheets prior to submission to compensation.
  • Track all active recruitment efforts, identify bottlenecks in the recruitment process, and assist in developing long-term solutions.
  • Finalize and monitor employee annual performance evaluations. Suggest strategies for enhancing employee retention.
  • Develop and mentor team members, fostering a culture of brand ambassadorship. Provide career development opportunities for staff, ensuring they are knowledgeable in various HR disciplines and employment laws. Offer timely coaching and feedback. Evaluate staff performance and create a professional environment that respects individual differences and promotes growth.
  • Within established guidelines, partner with the Compensation team to oversee salary recommendations and offers for all non-represented and certain represented roles.
  • Promote a positive employee relations climate that aligns with MTA principles, policies, and programs.

Education and Experience:
  • Bachelor's degree in Human Resources, Industrial/Organizational Psychology, Public Administration, Business Administration, or a related field, or an equivalent combination of education and experience may be considered in lieu of a degree.
  • A minimum of 7 years of progressive experience in Talent Acquisition or a related field, including at least 3 years of supervisory, managerial, or project management experience in a large, complex, fast-paced organization or governmental body is preferred.
Competencies:
  • Demonstrated knowledge of creating and delivering effective processes that identify candidates promptly.
  • Experience in sourcing and recruiting a diverse workforce in a civil service and/or unionized environment.
  • Strong understanding of full-cycle recruiting, sourcing, and employer branding.
  • Proven ability to develop and implement strategies for sourcing and recruiting top talent based on defined job criteria and competencies.
  • Experience in executing effective staffing strategies to ensure the ongoing development of a high-quality workforce.
  • Experience in coordinating career events and maintaining outreach efforts.
  • Familiarity with HRIS, ATS, and recruitment marketing tools.
  • Excellent communication and interpersonal skills.

  • Knowledge of NYS Civil Service Law and DCAS regulations.

  • Understanding of MTA's collective bargaining processes.
