Job Title: Property Manager


Job Summary:

We are seeking a highly skilled Property Manager to join our team at Residential One LLC. As a Property Manager, you will be responsible for the overall operations of our residential communities, ensuring a positive and welcoming environment for our residents and staff.

Key Responsibilities:

• Assist in the training and development of property staff to ensure excellent customer service and community maintenance.

• Create and maintain a positive and supportive environment for residents, visitors, and community staff.

• Ensure the office is kept in a neat and clean condition, reflecting the high standards of our company.

• Evaluate staff performance, including annual performance reviews, and provide constructive feedback to improve performance.

• Prepare, approve, and submit timesheets and payroll adjustments in a timely and accurate manner.

• Assist in the selection of community staff and assume primary responsibility for preliminary interviewing.

• Maintain a working knowledge of all affordable regulatory forms and documents.

• Submit accurate and complete reports as specified on Residential One's timeline.

• Maintain building security measures, ensuring proper incident documentation and notification to management, owners, and insurance carriers within 24 hours of the incident.

• Conduct semi-annual apartment/townhome and quarterly exterior/interior inspections to ensure compliance with company standards.

• Ensure that all community staff attend mandatory trainings and other trainings to promote successful operations of the property.

• Understand and operate Boston Post software and paperless workflow process efficiently and accurately.

• Prepare Reserve Funds Replacements (RFR) and other financial reports as required.

• Other duties as assigned.


Occupancy:

• Supervise all leasing activities, including creating goals for community staff to maintain 100% occupancy through curb appeal, service, and retention strategies.

• Execute marketing and advertising campaigns for apartment leasing, in conjunction with the Affirmative Fair Housing Marketing Plan.

• Notify residents in writing of all issues affecting their tenancy.

• Maintain vacancy information as required by Residential One, owners, and monitoring agencies.

• Ensure timely completion and submission of move-in certifications to U.S. Housing and re-certifications 90 days prior to the effective re-certification date.

• Supervise and assist in maintaining a current and accurate waitlist.

• Oversee the re-certification process and assist with 60/90/120-day notices as needed.

• Increase letters must be sent 30 days in advance of the effective date of the increase or what is applicable for the jurisdiction.

• Screen and review all applications in a timely manner, calculating income and assets in compliance with Residential One and industry standards.

• Prepare and pre-audit first-year investor lease-up files and make any necessary corrections.

• Supervise, assist, and review lease orientations and signings, submitting relevant documentation to U.S. Housing for final approval.

• Stay current on rules and guidelines of the affordable housing that applies to their community.

• Oversee property tours, showing vacant units, and marketing property amenities.

• Conduct apartment inspections for move-in/move-out conditions (pre/post inspections) and ensure successful completion within 24 hours of the action.

• Complete semi-annual apartment/townhome and quarterly exterior/interior inspections.

• Ensure correct set-asides, rent, and income limits are being utilized.

• Supervise, assist, and review the certification process, ensuring timely and accurate certifications for both annual and interim.

• Supervise and assist community staff in preparing for all inspections and audits.

• Remain current on and compliant with policies and laws affecting marketing and leasing communities.

• File court documents for eviction and attend scheduled court hearings.

• Prepare accurate and timely affordable year-end and/or quarterly reports.

• Supervise and assist in purging files annually, if applicable.


Finances:

• Achieve financial stability through cost reduction and implementing systems to maintain 0% delinquency.

• File delinquent rent monthly and follow up with collecting the rent or evicting the household.

• Complete security deposit administration, including inspecting units to determine resident's balance or refund, preparing disposition letters, and processing security deposit returns within 21 days of vacancy.

• Make daily rent and/or deposits to the bank and keep accurate files on all related documentation.

• Ensure Boston Post batches match bank scans and/or bank deposits.

• Utilize rental policy for rent collection procedures, including following up with delinquent accounts daily and sending notices for prepaid accounts.

• Prepare the annual operating budget and work with the Regional Director to maintain budgetary guidelines, explaining monthly variances in writing.

• Maintain familiarity with all procedures and requirements of AP and AR.


Maintenance:

• Responsible for the operations and purchases of the maintenance department.

• Solicit and review bids for contract work before submitting to the Regional Director for approval.

• Responsible for contract work being completed in the community.

• Assist the maintenance department in understanding budgetary restraints and effectively using the budget to run the maintenance department.

• Maintain a strict adherence to the purchase order/invoices process.

• Oversee and review the inventory control system.

• Ensure the preventative maintenance schedule is being completed in the allotted time.

• Oversee the daily property inspection and clean-up (curb appeal).

• Responsible for ensuring work orders are being completed in a timely manner.

• Other duties as assigned.


Qualifications:

• High school diploma/GED required (Bachelor's degree preferred).

• 3+ years' experience in residential leasing or property management.

• 2+ years' experience working with LIHTC/Section 8 property management.

• Excellent communication and time management skills.

• Well-developed customer service and sales skills.

Physical Requirements:

• Involves work of a general office nature; typically includes extended periods of sitting and/or operation of a computer.

• May involve periods of standing, such as operating at a copier/fax/scanner.

• Involves movement between departments, floors, and properties to facilitate work.

• Involves work such as conducting tours throughout the property/portfolio, usually performed by walking and/or climbing stairs.

• Regularly required to talk, hear, and use hands and fingers to write and type.

• Ability to read and understand information and ideas presented orally and in writing.

• Ability to communicate information and ideas in writing and orally so others will understand.

• Regularly required to utilize vision abilities, allowing reading of printed material, graphics, computer displays, and physical inspection of properties and sites.
