This role leads a highly motivated and skilled individual to oversee the Grants and Sponsored Programs (GSP) Division. The successful candidate will report to the DPMM Deputy Director and manage a thirteen-member team. The GSP Procurement Division Director (MO2) will direct, supervise, plan, coordinate, and manage the grants and sponsored programs operation, including supervising two teams that manage over 500 agreements. The role will also assist with the development, data collection, reporting, and analysis of strategic objectives and performance measures.

Key Responsibilities
  • Direct and supervise a team of contract specialists and a management analyst, including professional development, performance evaluations, and day-to-day mentoring and training.
  • Manage a variety of contractual agreements and federal subaward portfolio, representing the department with county leadership, program offices, and suppliers.
  • Provide risk analysis, recommend acquisition strategies, and provide data on contractor performance.
  • Oversee Human Services' financial monitoring program to ensure nonprofit organizations are operating within fiscally sound constraints.
  • Collaborate with the Office of the County Attorney, Department of Finance, and Department of Management and Budget.
Requirements
  • Graduation from an accredited four-year college or university with major coursework in public administration, business administration, or a related field, including courses in purchasing and supply management principles, laws, methods, and procedures.
  • Five years of progressively responsible experience in a responsible business area, including considerable experience in analysis of cost proposals, negotiations, and resource planning, and three years of increasingly responsible supervisory experience.
  • Nationally recognized Professional Purchasing Organization certification.
Preferred Qualifications
  • Five or more years of experience in public procurement, contracting, subaward, and grant-related expertise.
  • Three or more years of increasingly responsible supervisory experience.
  • Substantial experience with the Virginia Public Procurement Act and 2 CFR 200-Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • Substantial experience and understanding of human service-focused contractual activities.
