The Budget Management Specialist will be responsible for assisting the government Lead Resource Manager in overseeing the formulation, implementation, reconciliation, and assessment of the annual budget for their designated Divisions or Directorates.

This role involves preparing acquisition documentation to ensure accuracy and completeness for entry into financial management systems, monitoring acquisition packages through various approval processes, and making necessary corrections and adjustments under the guidance of the Lead Resource Manager.

The specialist will also contribute to the creation of spend plans and phasing plans.

Key responsibilities include extracting and inputting data from financial management systems to facilitate budget operations and aiding in quarterly reconciliations and assessments.

The Budget Management Specialist will support the development and submission processes, ensuring alignment with the budget while maintaining precise record-keeping in compliance with NARA regulations.

Additionally, the specialist will create spreadsheets to document budget execution status reports, requests, and modifications to ascertain the scope of tasks and deliverables, providing the government Lead Resource Manager with workload data for presentations and briefings to senior leadership.

The role will also encompass administrative tasks such as recording meeting minutes, tracking tasks, and managing deliverables.

Qualifications:
Bachelor's degree in Finance, Accounting, or a related field

Clearance:
(DoD) Secret

10 years of experience in budget execution

Duties include providing on-site contractor support as a Budget Management Specialist with extensive experience in budget execution and funds control to assist the government Lead Resource Manager in managing the development, execution, reconciliation, and review of the annual budget for their assigned Divisions or Directorates.

Responsibilities also include preparing acquisition packages for financial management systems, tracking their progress through various approval stages, and making necessary adjustments as directed by the Lead Resource Manager.

Assist in the formulation of spend plans and phasing plans. Extract and input data from financial management systems to perform budget functions. Aid in reconciling the Dormant Account Review - Quarterly (DAR-Q). Support the development and submission of the Program Objective Memorandum (POM) to ensure it aligns with the budget.

Ensure that all documents related to specific tasks on budget execution and funds control are appropriately stored in the designated financial management folder with the correct tracking title in accordance with NARA regulations.

Develop spreadsheets to capture budget execution status reports, requests, and modifications to determine the scope of tasks and deliverables.

These spreadsheets should be updated at least weekly, but are expected to be revised as soon as new tasks and initiatives arise.

Provide the government Lead Resource Manager with workload data (e.g., reports initiated, completed, or ongoing status, number of responses to requests for information, and project titles) to create PowerPoint presentations based on workload spreadsheets.

These slides will inform Executive Directors, Division Chiefs, and Program Managers about the status of their directorates' funding, budget execution, POM, and Program Budget Reports.

Briefing packages will identify any challenges that may impede the POM and Program Budget reporting.
Record meeting notes for budget discussions, presenting them as an executive summary that highlights all attendees, topics discussed, tasks, and deliverables.
Collaborate with lead government personnel to compile lists of tasks and deliverables from meetings for inclusion in workload status reports.
