Job Summary:

The NYC Department of Buildings seeks a highly skilled and experienced Administrative Accountant to serve as the Director of Financial Management Services. This role will be responsible for overseeing the execution of accounting programs and projects, ensuring compliance with accounting principles and practices.

Key Responsibilities:

  • Direct and manage the accounting activities of the Financial Management Services unit.
  • Signatory on checks for clients' rent, food, utilities, and other benefits.
  • Distribute financial and tracking reports for outstanding issues related to Representative Payee cases.
  • Draft and edit policies and procedures to ensure program and accounting standards are followed.
  • Collect and analyze budgetary data and authorize the issuance of clients' benefits.
  • Liaise with APS' borough offices, SSA, NYCHA, utility companies, banks, and community-based organizations.
  • Supervise internal audits and create financial and accounting reports based on findings.
  • Develop training manuals and conduct training on financial management processes.
  • Provide technical and programmatic assistance in enhancement of the Financial Focus and Access Focus systems.

Requirements:

  • Baccalaureate degree in accounting or related field, including 24 credits in accounting.
  • Four years of satisfactory full-time professional accounting or auditing experience, at least 18 months of which must have been in an administrative, managerial, or executive capacity.
  • Valid New York State Certified Public Accountant license.

Preferred Skills:

  • Critical thinking and analytical skills.
  • Working experience with APS.
  • Strong interpersonal skills and effective leadership ability.
  • Excellent verbal and written communication and presentation skills.
