Job Title: Director, Financial Management Services

**Job Summary:**

We are seeking a highly skilled and experienced Director, Financial Management Services to join our team at the NYC Department of Buildings. As a key member of our financial management team, you will be responsible for overseeing the execution of accounting programs and projects, ensuring the accuracy and integrity of financial data, and providing strategic guidance to our staff.

Key Responsibilities:

  • Direct and manage the accounting activities of the Financial Management Services unit, ensuring compliance with financial regulations and policies.
  • Oversee the final review and sign-off of all Representative Payee packages, ensuring timely and accurate processing.
  • Manage the distribution of financial and tracking reports, identifying and addressing outstanding issues related to Representative Payee cases.
  • Draft and edit policies and procedures to ensure clear performance goals and adherence to program and accounting standards.
  • Collect and analyze budgetary data, authorizing the issuance of clients' benefits and ensuring compliance with financial regulations.
  • Liaise with APS' borough offices, the Social Security Administration, New York City Housing Authority, utility companies, banks, and community-based organizations to obtain and distribute information.
  • Supervise internal audits, creating financial and accounting reports based on findings and providing technical and programmatic assistance to enhance the Financial Focus and Access Focus systems.
  • Represent Financial Management Services in inter-agency and community-based group meetings, responding to Central Office requests for information and intervention on critical fiscal situations.
  • Correspond with the Public Administrator in all five boroughs regarding unclaimed assets of deceased clients.

Requirements:

  • A baccalaureate degree from an accredited college, including or supplemented by 24 credits in accounting, including one course each in advanced accounting, auditing, and cost accounting.
  • Four years of satisfactory full-time professional accounting or auditing experience, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing accounting or auditing work.
  • A valid New York State Certified Public Accountant license and at least 18 months of satisfactory full-time professional accounting or auditing experience in an administrative, managerial or executive capacity or supervising a staff performing accounting or auditing work.

Preferred Skills:

  • Critical thinking and analytical skills.
  • Working experience with APS.
  • Strong interpersonal skills, effective and creative leadership ability, and the capacity to work both independently and cooperatively to effect key strategies.
  • Excellent verbal and written communication and presentation skills.
  • Ability to work independently and within a fast-paced environment.
  • Working knowledge of HRA systems, including APSNet, Financial Focus, WMS, HRA Viewer, and SolQ.
