Position Overview

The selected candidate will function as the Procurement Specialist for the Prosthetics & Sensory Aids Service (PSAS) within the Veterans Health Administration.

Key Responsibilities

The role encompasses a multi-grade career ladder. The primary responsibilities listed below reflect the performance level of GS-6. At the GS-5 level, the employee will undertake tasks of a more limited scope and with reduced autonomy. Progression to the full performance level of GS-6 will depend on satisfactory performance, availability of higher-level responsibilities, and funding.

Core Duties:
  • Execute procurements within the simplified acquisition threshold through competitive market processes or by establishing orders or blanket purchase agreements under a GSA Federal Supply Schedule (FSS) contract.
  • Facilitate purchases of equipment, goods, and services utilizing standard procurement methods. Gather necessary information to support or finalize purchase requests and collaborate with requesting departments to obtain additional details as needed.
  • Provide technical purchasing support in compliance with relevant regulations and directives to acquire patient-specific medical equipment, supplies, and services, including rentals for outpatient medical needs.
  • Assess whether requests can be fulfilled from Government sources and identify suitable commercial vendors. Determine the level of competition required and methods of solicitation.
  • Prepare Requests for Quotation and identify situations that may require vendor orientations or conferences prior to submission of bids.
  • Solicit competitive proposals and actively seek new sources and potential vendors. Evaluate bids and proposals received.
  • Document all recommendations and actions taken. Compile statistics and prepare reports on procurement activities.
  • Perform additional related duties as assigned.
Promotion Potential: The selected individual may be eligible for promotion to the full performance level without further competition once all regulatory, qualification, and performance criteria are satisfied.

Work Schedule: Standard business hours, Monday through Friday.

Conditions of Employment

Qualifications

To qualify for this position, applicants must meet all criteria by the closing date of the announcement.

Time-In-Grade Requirement: Current Federal employees must meet time-in-grade requirements.

Applicants may qualify based on experience and/or education as described below:

GS-05
  • Specialized Experience: One year of specialized experience equivalent to GS-04, including administrative duties in a healthcare setting, managing patient records, and assisting in specialized purchases.
  • Education: Completion of four years of education above high school in any relevant field.
  • Combination: A combination of specialized experience and education beyond high school.
GS-06
  • Specialized Experience: One year of specialized experience equivalent to GS-05, including knowledge of purchasing methods and negotiation skills.
Physical Requirements: The work is primarily sedentary, but may involve some physical activities related to inventory management.
