Job Summary

This position is located with Bonneville Power Administration, in the Mail and Media Services (NWPP) organization of Services (NWP), Workplace Services (NW), Chief Administrative Office (N). A successful candidate in the Printing Service Specialist - GPO position will serve as the primary point of contact, providing expert advice and assistance for publishing and printing projects and services presented by customer organizations.

Responsibilities
  • Serve as a developmental Printing Services Specialist providing advice and operational support across multiple functions to procure Digital Printing, Reprographics and Graphics Production, under closer than normal supervision.
  • Determine most efficient and cost effective means of printing and processes to be used for individual print requests by evaluating factors including user requirements, mail and delivery options, other ongoing work, printing specifications, paper sizes, ink colors, layout and use of photographs, bindery considerations, life cycle of product, and recycled and sustainable options.
  • Contribute to the development and testing of new printing equipment or the major modification of existing printing equipment and processes by rendering technical assistance and advice on the capabilities of printing equipment, processes, and techniques used in the printing industry; on the capabilities of printing equipment, processes, and techniques used in the printing organization; and on the requirements of publications presently produced or procured by GPO.
  • Serve as the COTR for all print jobs outsourced by GPO. With delegated authority by a Contracting Officer (CO), oversees, tracks, evaluates, and prepares reports on contractor performance to ensure the government receives the goods and services described in the contract and that conform to technical requirements.
  • Using performance standards and metrics, assist managers and supply chain personnel to assure that vendors meet the delivery schedule, provide the best price, and conform to acquisition regulations.
  • Reviews and evaluates technical progress, performs production surveillance and status reporting, monitors the use of government property, and prepares receiving reports.

  • This position will be filled in support of ongoing project work expected to last approximately 3 years. Initial appointment is for 1 year, but may be extended up to 4 years based on needs of Management/Agency.
Qualifications

BASIC REQUIREMENT: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-07 in the Federal service. Specialized experience for this position is defined as: applying procurement principles and regulations to support internal publishing and printing projects and assisting with contract administration for outsourced vendors.

GS-09: You may substitute education for specialized experience as follows: Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in: journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics.

OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education.
