GENERAL OVERVIEW

This role is pivotal in overseeing administrative functions while executing intricate evaluations, property negotiations, and acquisitions to ensure the lawful and appropriate procurement of rights-of-way, easements, and other real estate interests for the city. The Real Estate Acquisition and Administrative Manager will lead, supervise, and coordinate the efforts of the department's administrative personnel, the City Attorney, and City Management to guarantee adherence to all applicable local, state, and federal regulations and standards. This position will also serve as a key liaison to property owners, addressing issues, gathering pertinent information, and resolving concerns that may arise during land acquisition initiatives. Additionally, this role will manage the department's procurement operations, accounts payable processes, mail handling, utility oversight, and various administrative responsibilities. Communication with diverse stakeholders, including utility providers, appraisers, attorneys, property owners, and surveyors, will be essential to discuss activities related to land acquisition projects. The nature of the work may vary, allowing for limited discretion and independent judgment.

KEY RESPONSIBILITIES

Essential Functions:

  • Adhere to and advocate for the policies and procedures of the City of South Fulton.
  • Supervise real estate initiatives in collaboration with departmental staff, local government entities, utility firms, contractors, attorneys, appraisers, title companies, property owners, and technical specialists.
  • Manage property oversight for the City.
  • Oversee comprehensive portfolio analysis and project management, encompassing property acquisitions, dispositions, and leasing.
  • Ensure compliance with laws and regulations relevant to property management, acquisition, or disposition timelines.
  • Formulate and implement real estate strategies.
  • Guide departmental personnel, monitor project execution, and modify teams as necessary to meet objectives within City policies.
  • Draft documentation such as staff reports, agreements, sales contracts, lease agreements, warranty deeds, easement forms, or payment authorizations to facilitate property acquisitions for city use.
  • Assess current market values and determine viable pricing for real estate through market analysis.
  • Review pre-appraisal and appraisal documents to validate appropriate property valuations.
  • Collaborate with the city Risk Manager to update property values and appraisals for City-owned assets, including contents for insurance purposes.
  • Assist city personnel with city priorities and ensure accountability in task completion.
  • Address and resolve sensitive and significant issues in accordance with city policy and internal protocols.
  • Manage records and documentation generated during property acquisitions to ensure compliance with legal and departmental standards.
  • Investigate property parcels involved in land acquisition projects using tax assessor records, deeds, title records, and survey maps to verify the accuracy of construction plans, determine project scope, and identify landowners.
  • Engage in negotiations and liaise with property owners to secure property rights, resolve issues, gather information, and address concerns arising during land acquisition projects.
  • Respond to and address community inquiries as directed.
  • Oversee the city's mail collection and distribution processes.
  • Administer the department's procurement functions, including ordering materials and supplies, processing requisitions, managing purchase orders, preparing and tracking RFPs, RFQs, and ITBs, and ensuring timely payments of city obligations.
  • Manage centralized utility accounts, ensuring timely payment of obligations, establishing services, and disconnecting/terminating service accounts.
  • Supervise departmental administrative staff.
  • Process open records requests assigned to the department.
  • Provide administrative oversight of the city fleet, maintaining vehicle records, titles, registrations, and purchase contracts.
  • Regular, predictable, consistent, and timely attendance is crucial for this position, as it impacts the City's ability to deliver essential services to employees, the department, and the public.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor's degree from an accredited institution in public or business administration, finance, legal studies, civil engineering, real estate, marketing, or a related field.
  • A minimum of three (3) years of experience in marketing/managing tangible estate-owned assets, property management, acquisition, disposition, and commercial development with increasing responsibility.
  • At least two (2) years of direct experience in land acquisition/utilizing eminent domain laws on behalf of a government entity, utility company, or similar organization.
  • Must have a clean criminal record with no felony convictions related to wage or identity theft, cybercrime, forgery, embezzlement, fraud, crimes against a child, sexual assault, theft of property, or similar offenses.
  • Must be a U.S. citizen or possess legal work status.
  • Must meet the city's background requirements.
  • Availability to work evenings, weekends, and holidays as necessary.
  • A valid State of Georgia driver's license with a satisfactory driving history.
  • Due to the nature of this position involving city vehicles and equipment, candidates will be subject to pre-employment/pre-placement alcohol, drug, and controlled substance testing as per City policy.

PHYSICAL REQUIREMENTS

This position is classified as requiring heavy physical exertion. The employee is regularly required to use hands for handling, reaching, and effective communication in writing and verbally. Frequent standing, walking, and sitting for extended periods are necessary, along with the use of a computer keyboard and mouse. Occasional stooping, kneeling, and crouching may be required. Specific vision abilities necessary for this role include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The employee may occasionally lift and move up to fifty (50) pounds over distances greater than fifty (50) feet. The ability to hear in the normal audio range, with or without correction, is essential for distinguishing conversations and recognizing changes in sound patterns.

This position involves both indoor office work and outdoor activities. Frequent site visits may be necessary to assess properties for acquisition or disposal. While performing job duties, the employee will work under tight deadlines and interact with city employees, vendors, and the public. Exposure to various environmental factors, including outdoor weather, dust, cleaning chemicals, allergens, and office-related items, may occur. On rare occasions, the employee may encounter loud noises from equipment or environmental sources depending on the land use being reviewed. Frequent travel may be required to manage and assess properties or attend meetings outside the city, with limited overnight travel for training purposes. During negotiations, the employee must be prepared to meet deadlines and perform all essential job functions unimpaired, except during authorized leave.
