Job Title: Senior Contract Specialist

Apogee Engineering, LLC is seeking a highly skilled Senior Contract Specialist to join our team in Tampa, FL. As a Senior Contract Specialist, you will play a critical role in supporting Special Operations Forces Acquisition, Technology and Logistics (SOF AT&L) in managing and supporting the development, acquisition, and fielding of critical items.

Job Summary:

The Senior Contract Specialist will be responsible for conducting research, preparing pre-solicitation documentation, and staffs pre-solicitation documentation for review and approval. You will also prepare solicitations and amendments in Procurement Desktop Defense (PD2) and staff all solicitation/amendment documentation for review and approvals. Additionally, you will conduct price and cost analysis, review evaluation input, and prepare contract negotiation positions.

Responsibilities:
  • Conduct research using various resources to provide informed guidance and applicable courses of action to customers.
  • Prepare pre-solicitation documentation, including Determination and Findings (D&F) and Small Business coordination (DD Form 2579).
  • Staff pre-solicitation documentation for review and approval.
  • Prepare solicitations and amendments in PD2 for review and approval.
  • Staff all solicitation/amendment documentation for review and approvals.
  • Conduct price and cost analysis, including working with DCAA and/or DCMA as necessary.
  • Review evaluation input and provide necessary feedback.
  • Prepare contract negotiation positions, including PNM and BCM.
  • Prepare contract award and amendments in PD2 for review and approval.
  • Staff all award/amendment documentation for review and approvals.
  • Prepare post-award documentation, including contract modifications and memorandums for record.
  • Conduct all contract administration functions retained by USSOCOM.
  • Establish and maintain quality contract files that are auditable, repeatable, and defendable.
  • Participate in IPTs and guide and assist team members, technical program personnel, sales representatives, local suppliers, and/or contractors on acquisition and business-related issues.
Requirements:
  • Minimum 10 years of contract management experience.
  • Familiarity with DoD acquisitions in a cleared space supporting SOF.
  • Experience working 5 years supporting DoD acquisition agencies.
  • Proficient with Procurement Desktop Defense (PD2) contract writing software.
  • DAWIA Practitioner (formerly Level II) Equivalency in Contracting.
  • DAWIA Advanced (formerly Level III) in Contracting or a Federal Acquisition Certification in Contracting (FAC-C) Level 3.
  • Master's degree in Business or Acquisition and 8 years of contracts management experience in support of a DoD acquisition agency.
  • Experience with contracting support to SOF organizations and operations.
  • Experience as a former Warranted Contracting Officer.
  • Experience as Supervisory Contract Specialist.
