POSITION OVERVIEW: Patricio Enterprises is seeking a Lead Strategic Analyst to deliver comprehensive support in Strategic Planning & Integration for the Combat Capabilities Development Command Headquarters.

Key Responsibilities:

  • Act as a Technical Advisor for a diverse array of Science and Technology (S&T) services in alignment with the Chief Technology Officer (CTO) and DEVCOM objectives.
  • Conduct thorough analyses and evaluations of organization-wide technical and programmatic initiatives, including S&T Strategies, portfolio management approaches, timelines, and risk management practices for all Science & Technology projects across DEVCOM, providing insights to the CTO and S&TI Director as necessary.
  • Facilitate the strategic integration of technical Subject Matter Experts (SMEs) across various sectors and assist in coordinated program planning & proposal development for the CTO.
  • Prepare, assess, and deliver independent professional evaluations on DEVCOM strategies, initiatives, processes, and tools, guiding research program development.
  • Serve as the primary contact for the CTO in the development of DEVCOM Strategies and Implementation Plans, ensuring effective coordination, tracking, and dissemination.
  • Support the CTO as a Subject Matter Expert and Action Officer in fulfilling higher headquarters requirements.
  • Evaluate project plans, proposals, and S&T technical documentation for viability and execution efficiency, providing high-level assessments and recommendations to the CTO and S&TI Director as required.
  • Identify, document, and communicate critical Army/DoD S&T needs and priorities to the CTO and S&I Director and staff as necessary.
  • Assist the CTO in various DEVCOM HQ meetings, including weekly planning sessions and research reviews.
  • Manage knowledge resources related to the CTO's technical and organizational library and associated documentation.
  • Provide support to the CTO and S&TI in alignment with the Chief of Staff of the Army Modernization Priorities, including requirement assessments and gap analyses.
  • Establish and monitor stakeholder requirements and metrics to evaluate performance and progress.
  • Review all technical content and conduct assessments of all products pertinent to the Chief of Staff of the Army Modernization priorities.
  • Participate in all DEVCOM modernization priority events, including command visits and S&T meetings.
  • Track and evaluate metrics associated with S&T programs aligned with modernization priorities, providing comprehensive assessments.
  • Deliver weekly reports to the Government Lead summarizing the status of actions, suspense items, and supported meetings.

EDUCATION / EXPERIENCE:

  • Bachelor's degree in engineering, Physics, Chemistry, Biology, Mathematics, Engineering Management, or a related field, complemented by six (6) years of general experience and four (4) years of relevant experience.
  • Proven experience collaborating effectively with a wide range of high-level government and private sector officials in diverse environments.
  • Demonstrated experience in developing and applying suitable data collection techniques to gather, analyze, and present facts; identify challenges; and devise innovative solutions.
