Job Summary

The Senior Budget Analyst will provide analysis and support for program and financial operations, including identifying issues and problem-solving. This role will provide technical support for automated data systems and coordination of specific projects and tasks as assigned.

Key Responsibilities
  • Provide concise analysis of program and financial operations, including identifying issues and problem-solving.
  • Provide technical support for automated data systems.
  • Coordinate specific projects and tasks as assigned.
  • Oversee activities regarding program operations and fiscal practices, policies, and procedures.
  • Develop and implement budget plans, formulate, evaluate, and execute program budgets.
  • Manipulate large data sets through automated systems, spreadsheets, and databases.
  • Ensure accuracy and deadline achievement, provide sound advice and recommendations to Department managers and other key members of management.
  • Communicate effectively, both orally and in writing, and consult with others on matters related to budget and fiscal activities.
  • Provide excellent customer service to both internal and external customers of the agency.
  • Think strategically and anticipate agency needs for the future.
Requirements
  • Knowledge of generally accepted accounting principles.
  • Extensive knowledge of, and ability to oversee activities regarding, program operations and fiscal practices, policies, and procedures.
  • Demonstrated knowledge of Commonwealth of Virginia systems such as CARDINAL, eVA, and Performance Budgeting.
  • Demonstrated experience of program budget planning, formulation, evaluation, and execution.
  • Ability to manipulate large data sets through automated systems, spreadsheets, and databases.
  • Ability to ensure accuracy and deadline achievement, appropriate analysis of data and situations, and sound advice and recommendations to Department managers and other key members of management.
  • Knowledge of automated software, to include financial applications and database entry.
  • Demonstrated ability to communicate effectively, both orally and in writing, and to consult with others on matters related to budget and fiscal activities.
  • Skilled in providing excellent customer service to both internal and external customers of the agency.
  • Ability to think strategically and anticipate agency needs for the future.
  • Ability to self-start, work independently or as part of a team, stay current with state and federal regulations, updates, changes, etc., negotiate with a clear objective in mind, and to notify agency personnel of any necessary changes as they may relate to them and/or their duties.
  • Exceptional organizational, analytical, interpersonal and communication skills.
Preferred Qualifications
  • Training and/or experience in finance, accounting, public administration, political science, business, financial management, economics, or a closely related field.
  • Experience in financial management in a medium to large entity with multiple fund sources and budgets.
  • Experience should include using computer applications for complex and detailed analysis.
