The CATALYZE initiative is a significant program with a budget of $250 million over eight years, aimed at mobilizing $2 billion in private investments, particularly in underfunded social sectors like education and in higher-risk regions, including low-income and post-conflict countries. This initiative emphasizes gender-lens investing and acts as a comprehensive platform providing services to various missions and bureaus that engage with CATALYZE for investment and project management expertise. The Senior Associate in Finance and Operations plays a crucial role in ensuring effective and efficient operational, financial, and compliance activities, aligning with contractual obligations, organizational policies, and regulatory requirements. This position is integral to high-quality project management, contributing to various essential tasks.

Location and Compensation:

This role is situated in Palladium's Washington D.C. office.

For prospective employees in the United States, the expected annual base salary for this full-time position ranges from $62,000 to $70,000, with the potential for additional variable incentive compensation based on the role. Part-time salaries will be prorated according to actual hours worked.

Final salary offers will consider multiple factors, including qualifications, education, experience, skills, seniority, performance, and organizational needs.

Reporting Structure:

  • This position reports directly to the CORE Finance Manager.
  • Close collaboration is required with the Director of Finance and Compliance, Project Delivery Manager, Grants Manager, Procurement Manager, and other project staff.
  • Externally, the role involves liaising with clients, in-country staff, stakeholders, subcontractors, grantees, and suppliers.
  • The position allows for a degree of autonomy with appropriate consultation.

Key Responsibilities:

Project Management

  • Review procurements, budgets, reports, and other documents to ensure compliance with relevant policies and procedures; conduct spot checks on processes and internal controls.
  • Anticipate project needs and provide compliant, flexible recommendations on processes and responsibilities.
  • Act as a liaison between the project and the Process Excellence Hub.
  • Contribute to training project staff on company policies, procedures, and client regulations.
  • Support the development and presentation of internal and external reporting.
  • Assist with internal administration, including drafting meeting agendas and maintaining project records.
  • Monitor compliance with contracts and manage contract amendments as necessary.
  • Coordinate service providers and process work orders and invoices.
  • Support audit processes and ensure compliance with record retention policies.

Financial Management

  • Monitor expenditures against budgets and forecasts, including staff costs and operating expenses.
  • Analyze and compare posted costs and revenues to actuals.
  • Participate in client invoice reviews and coordinate with the Financial Management team.
  • Assist with timely and accurate financial reporting to management.
  • Collaborate with finance teams to streamline financial processes.
  • Provide guidance and support to field office finance teams.

Essential Qualifications:

  • Experience in project and financial management on government contracts and grants.
  • Strong attention to detail and financial acumen for report preparation.
  • Proficiency in Excel.
  • Experience with procurements and oversight of consultants and vendors.
  • Excellent written and verbal communication skills in English.
  • Strong problem-solving and decision-making abilities.
  • Ability to work independently and collaboratively.
  • Proven ability to manage multiple priorities in a fast-paced environment.
  • Demonstrated competence in handling confidential information.

Desirable Qualifications:

  • Experience with USAID-funded programs.
  • Proficiency in a second language relevant to developing countries.
  • Familiarity with accounting software such as CostPoint or similar.
