Description

This position involves performing intricate technical and challenging administrative tasks related to public education and adherence to sanitary sewer initiatives, particularly concerning industrial monitoring, truck-hauled waste management, and Fats, Oils, and Grease (FOG) programs. Responsibilities include reviewing plans, organizing and executing sampling, testing, and inspections, collaborating with contractors and community members, maintaining records, and addressing inquiries.

Key Responsibilities
  • Assist in the creation and execution of an educational initiative aimed at informing the Commercial Food Sector and the Public about the negative impacts of fats, oils, and grease on sewer and stormwater systems, as well as the upkeep of grease traps and interceptors.
  • Evaluate plans and oversee the implementation of pretreatment systems, grease traps, interceptors, and the construction of industrial pretreatment and FOG interceptors.
  • Organize and perform sampling, testing, and field inspections at various facilities, including those handling truck-hauled waste, to ensure compliance with environmental regulations and prevent contamination.
  • Compile and maintain documentation such as industrial discharge permits, inspection records, self-monitoring reports, and violation reports.
  • Calculate and submit pretreatment surcharges and truck-hauled waste fees for billing purposes, while managing related databases.
  • Address inquiries and concerns from the public and city personnel.
  • Develop informational materials and conduct meetings to communicate the objectives and intentions of the program.
  • Provide training to department staff and external contractors on regulatory, operational, and technical matters.
  • Collaborate with the CMOM Manager to investigate recurring FOG-related blockages in the sewer system.
  • Maintain communication with other local jurisdictions that implement the FOG policy.
  • Collect, organize, analyze, or evaluate data and may recommend actions based on findings.
  • Utilize and assist in maintaining equipment that requires moderate training and experience, including protective gear, field testing devices, vehicles, computers, and software.
  • Support analytical laboratory testing, reagent preparation, result calculations, and report generation while ensuring compliance with certification standards for various analyses.
  • Respond to emergency situations and be available for weekend and holiday work as necessary.

Additional Responsibilities
  • Other duties may be assigned to ensure service delivery to the community.
  • In the event of unusual circumstances or a declared State of Emergency, all city employees may be required to undertake special assignments as needed.

Supervisory Responsibilities
  • May lead small teams as assigned and participate in training, recruitment, and management of contractors.
  • May address and resolve complaints related to associated work.

Education and Experience
A Bachelor's degree in Biology, Chemistry, Environmental Science, Engineering, or a closely related field, or an equivalent combination of education and experience is required.

Additional Requirements
  • Possession of a valid driver's license and a satisfactory driving record.
  • Ability to obtain relevant certifications.
  • Successful completion of pre-employment drug and alcohol screening.
  • Completion of IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment.
