Job Summary

We are seeking a highly organized and detail-oriented Program Specialist I to join our team at the Texas Department of Insurance. As a key member of our human resources department, you will be responsible for administering personnel actions, ensuring compliance with federal and state laws, and providing exceptional customer service to our employees.

Key Responsibilities
  • Process personnel actions and personnel requisitions in a timely and accurate manner
  • Enter data into the HR/Payroll system, ensuring conformity with agency, state, and federal regulations
  • Research, process, and reply to current and prior state employment inquiries
  • Reconcile discrepancies between various databases, including CAPPS, USPS, and personnel files
  • Assist with human resources automated filing systems and communicate with other staff to resolve discrepancies
  • Respond to routine questions from employees on human resources policies and procedures
  • Back up with posting job vacancies on internal or external websites, sending certified/regular mail requests, and phone coverage
  • Perform other duties as assigned
Requirements
  • Graduation from an accredited four-year college or university with a degree in business, public administration, human resource management, management, or a field relative to the assignment
  • One year of experience including working with various databases, processing, and entering actions, and customer service
Preferred Qualifications
  • Experience with CAPPS HR/Payroll, Oracle, and/or Peoplesoft
  • Experience in entering personnel actions in the CAPPS system
  • Experience processing reports through CAPPS Query Manager
  • Proficiency in working with Excel and Tableau
  • Experience with processing employment verifications
