About the Position

We are seeking a highly experienced Program Manager to lead our operations for the USCENTCOM Headquarters IDIQ for Professional Services. The successful candidate will oversee and support the execution of the seven joint functions common to joint operations, including command and control, information, intelligence, fires, movement and maneuver, protection, and sustainment.

The Program Manager will be responsible for leading contract management and business development efforts for task orders released under this IDIQ, with a focus on efficient operational, administrative, contractual, and financial support. This includes budget management, activity projections, consultant management, and recruitment.

Responsibilities
  • Program Management:
    • Serve as the principal point of contact for client services and contracts representative.
    • Perform program integration and project management activities, including staffing, project planning, performance tracking, quality assurance, and financial management.
    • Meet financial requirements, contractual reporting requirements, approval of time sheets and expense reports, contract ODC purchases, and other administrative duties as assigned.
    • Oversee all administrative, training, and operational matters in management of the IDIQ.
    • Implement strategies and develop processes impacting staff appointments, promotions, transfers, and terminations.
  • Business Development:
    • Represent Dexis with relevant USG operating units to shape market and support pre-positioning for future task orders.
    • Lead task order and bid responses, including decisions related to strategic direction, partnering, and key recruits.
    • Manage IDIQ partners to ensure learning across programs.
    • Serve as technical lead, writer, or advisor for relevant task order responses.
    • Collaborate with business development, finance, contracts, and other support departments to ensure successful bid and start-up management.
Qualifications
  • Bachelor's degree from an accredited university and eight (8) years of experience in program management.
  • Active Top Secret Clearance required.
  • Demonstrated experience providing lifecycle contractor support and services to the U.S. Department of Defense, preferably CENTCOM.
  • More than five years of progressively responsible supervisory work experience, including direct supervision of senior professional and support staff and assembling teams of military professionals to respond to complex assignments.
  • Demonstrated knowledge of USG contracting rules and regulations, preferably with DoD.
  • Demonstrated experience in hiring and managing a large workforce enabled by a detailed, current knowledge of Defense Department Contractor Personnel Office processes, capabilities, and limitations.
  • Functional command of Microsoft Word and Excel.
  • Detail-oriented, flexible, and sound professional.
  • Excellent verbal and written communications skills.
  • Ability to take responsibility for multiple tasks/projects and deadlines simultaneously.
Preferred Qualifications
  • Prior Military experience with CENTCOM or other COCOMS.
