Position: English Language (EL) Regional Manager

Role Summary: The English Language (EL) Regional Manager is integral to the success of Phalen Leadership Academies' diverse educational initiatives. This role ensures that all applicable state and federal regulations concerning English Language Learners are consistently monitored and adhered to with utmost precision, as verified by internal compliance assessments.

The EL Regional Manager will work in partnership with school leadership to evaluate and enhance the effectiveness of PLA EL educators through the PLA Coaching Cycle. Furthermore, this position will entail the development of a comprehensive framework—including training materials, guides, and resources—that can be applied across all tiers of the Multi-Tiered System of Supports (MTSS) to foster and support the academic achievement of students with Individualized Learning Plans (ILPs).

Key Responsibilities:

  1. Oversee and coordinate the activities of EL educators and support personnel to ensure adherence to Individualized Learner Program (ILP) development and execution, as well as the effective delivery of programs and services for students with language needs.
  2. Facilitate bi-weekly EL meetings at designated locations to:
    1. Ensure compliance with federal and state regulations
    2. Monitor and reinforce district policies
    3. Build capacity and develop site-based EL teams
  3. Assist in supervising English learners, teachers, and aides, providing guidance and support for improvement in collaboration with building leadership.
  4. Collaborate with building principals and district administrators to address issues and ensure the effective provision of English Learner programs and services.
  5. Coordinate professional development for EL educators and school staff, including MTSS team members and related service providers.
  6. Maintain open communication with parents, guardians, and caregivers as needed, addressing concerns and providing timely information.
  7. Participate in ILP meetings and other student-focused gatherings to resolve issues and ensure the appropriate development and implementation of programs and services.
  8. Demonstrate comprehensive knowledge of state and federal policies and procedures related to English learners.
  9. Assist in preparing federal, state, and district reports and grant applications.
  10. Support the training and development of Section 504 managers and data collection for Section 504 students, particularly for EL students with a 504 plan.
  11. Facilitate coordination between special services personnel and the MTSS team to ensure effective general education interventions.
  12. Assist in the coordination of activities and data collection related to the federal mandate of SEA 217-Dyslexia, specifically for EL students with Dyslexia.
  13. Ensure efficient allocation of materials and supplies.
  14. Foster positive relationships with building administration, parents, staff, and students.
  15. Work closely with the Director of Special Populations to ensure compliance with federal and state English learner laws, providing training and direct coaching to personnel as needed.
  16. Conduct training sessions on EL practices and the PLA methodology, including new teacher orientation and ongoing professional development.
  17. Inform building-based EL personnel and administrators about timelines for ILP development and progress monitoring.
  18. Conduct regular audits of ILPs to ensure compliance with federal and state laws, as well as district policies.
  19. Manage the English Learner database effectively.
  20. Support buildings with the Language Minority (LM) Report.
  21. Perform additional duties as necessary to fulfill the overall responsibilities of the position.
