Position: English Language (EL) Regional Manager
Role Summary: The English Language (EL) Regional Manager is instrumental in overseeing the diverse educational initiatives and services provided by Phalen Leadership Academies. This role is dedicated to ensuring strict compliance with all relevant state and federal regulations concerning English Language Learners, achieving complete accuracy as verified by internal compliance assessments.
The EL Regional Manager will work in close partnership with school leadership to evaluate and elevate the effectiveness of PLA EL educators through the PLA Coaching Cycle. Furthermore, this position entails the development of a thorough framework—including training modules, instructional guides, and resource materials—that can be applied across all tiers of Multi-Tiered System of Supports (MTSS) to enhance the academic achievements of students with Individualized Learning Plans (ILPs).
Key Responsibilities:
- Oversee and coordinate the activities of EL educators and support personnel to guarantee adherence to Individualized Learner Program (ILP) creation and execution, ensuring effective service delivery for students with language requirements.
- Organize and lead bi-weekly EL meetings at designated locations to:
- Ensure adherence to federal and state regulations
- Monitor and uphold district policies
- Foster capacity building and develop site-specific EL teams
- Assist in the supervision of English learners, educators, and aides, providing guidance and support for improvement in collaboration with building leadership.
- Collaborate with school principals and district officials to address challenges and ensure the effective delivery of English Learner programs and services.
- Facilitate professional development for EL educators and school staff, including MTSS team members and related service providers.
- Maintain open and frequent communication with parents, guardians, and caregivers as necessary, addressing concerns and facilitating parental engagement activities.
- Participate in ILP meetings and other student-focused discussions to resolve issues and ensure proper program and service implementation.
- Demonstrate a comprehensive understanding of state and federal policies regarding English learners.
- Assist in the preparation of necessary reports and grant applications for federal, state, and district requirements.
- Support the training and development of Section 504 managers and the data collection for Section 504 students, particularly for EL students with 504 plans.
- Coordinate activities between special services personnel and the MTSS team to ensure effective general education interventions.
- Manage the allocation of materials and resources efficiently.
- Foster positive relationships with school administration, parents, staff, and students.
- Work directly with the Director of Special Populations to ensure compliance with federal and state English learner regulations, providing training and coaching as necessary.
- Conduct training sessions on EL initiatives and the PLA methodology, including new teacher orientation and ongoing professional development.
- Keep building-based EL staff and administrators informed about timelines for ILP development and progress tracking.
- Conduct regular audits of ILPs to ensure compliance with applicable laws and district policies.
- Manage the English Learner database effectively.
- Support schools with the Language Minority (LM) Report.
- Perform additional duties as required to fulfill the overall responsibilities of the position.
